National Security and Compliance Counsel

Natcast (short for The National Center for the Advancement of Semiconductor Technology) is a new, purpose-built, non-profit entity created to operate the National Semiconductor Technology Center (NSTC) consortium, established by the CHIPS Act of the U.S. government.

National Security & Compliance Counsel

In this role you will safeguard America's semiconductor innovation by providing comprehensive legal guidance on national security, cybersecurity, and federal compliance matters while helping shape the regulatory framework for next-generation semiconductor research. 

Every day you will navigate complex federal requirements and administrative procedures, ensuring Natcast's pioneering semiconductor initiatives maintain the highest standards of security and compliance while advancing U.S. technological leadership. 

To thrive in this role you must provide legal and strategic insight into security matters, demonstrating both technical legal precision and practical business judgment while protecting America's semiconductor interests. 

As a key member of Natcast's legal team, you'll help establish the foundation for America's semiconductor renaissance, ensuring our groundbreaking research and development activities align with legal requirements and maximize the value of the NSTC for its members. 

Responsibilities: 

  • Provide legal counsel on matters related to cybersecurity, information security, and national security, including compliance with cybersecurity requirements, research security protocols, export controls and issues related to foreign ownership, control, or influence (FOCI). 

  • Assist clients with national-security focused government contracts, ensuring compliance with federal regulations, and addressing national security considerations in procurement and contracting processes. 

  • Counsel on data security, including compliance with cybersecurity standards, breach reporting obligations, and protection of sensitive information. 

  • Advise clients on research security matters, including safeguarding sensitive research, ensuring compliance with government regulations concerning controlled technologies and intellectual property, and managing export-controlled research. 

  • Represent clients in navigating compliance audits related to export controls, national security, cybersecurity, and research security matters. 

  • Stay current with changes in national security regulations, including any new legislation or executive orders related to export controls, cybersecurity, research security, and foreign ownership, control or influence. 

  • Work closely with senior management to provide strategic advice on the development of Natcast and NSTC policies related to national security, export controls, cybersecurity, and research security. 

  • Develop, implement, and refine internal policies and procedures to ensure ongoing compliance on national security related matters.  

  • Support   additional transactional, litigation, or other legal needs as necessary, with a particular focus involving federal administrative law, federal contracting and federal oversight  

  • Prepare legal memoranda, reports, and training materials for both internal stakeholders and clients regarding matters within responsibility. 

  • Develop and maintain strong working relationships with key government agencies (e.g., Department of Commerce). 

Required Skills and Experience: 

  • J.D. from accredited law school 

  • Active bar membership in U.S. jurisdiction 

  • 7+ years experience, with significant experience in a relevant legal field, such as cybersecurity, data security, national security related government contracting, export controls, or other security related domains 

  • Experience in federal regulatory or administrative law 

  • Excellence in regulatory compliance 

  • Strong analytical abilities 

  • Outstanding communication skills 

 

Preferred Skills and Qualifications: 

  • Security clearance 

  • Semiconductor industry experience 

  • Federal agency background 

  • Deep expertise in one of the following domains, export controls (EAR), federal contracting with a national security focus, CFIUS, cybersecurity 

  • Research security experience
