Job Description

The Emergency Manager reflects the mission, vision, and values of Northwestern Medicine (NM), adheres to the organization's Code of Ethics and Corporate Compliance Program, and complies with all relevant policies, procedures, guidelines and all other regulatory and accreditation standards.

Responsible for implementing elements of the system emergency management program for Northwestern Medicine at the direction of the Director, Emergency Management.

This position will assist in advancing the use of emergency management strategies to achieve the preparedness and response goals of the NM business units.

Responsibilities:

Under the direction of the Director of Emergency Management, this position will design, implement, oversee, and test all elements of the Northwestern Medicine Emergency Management program.

The Emergency Manager will:

  • Ensure that the assigned hospital and hospital operating departments align with the NMHC Emergency Management strategic plan and meet the organization's preparedness and response expectations 
  • Implement the NMHC Emergency Management standards at assigned hospital and hospital operating departments to comply with relevant emergency management regulatory requirements
  • Implementation and maintenance of any hospital-specific emergency management policies, plans, or playbooks
  • Participates in system-wide EM improvement projects as assigned by the Director
  • Ensure the hospital is integrated with community activities, emergency plans, and expectations
  • Participates in the Regional Health Care Coalition as assigned
  • Shares 24/7 on call responsibilities with other members of the NMHC EM department
  • Serve as a subject matter expert regarding incident command activation when consulted by the hospital leadership
  • Conduct local emergency response orientation and refresher education sessions as assigned
  • Serve as the Hospital Emergency Management Committee facilitator and lead assigned subcommittees
  • Support the planning, executing, and reviewing of emergency management exercises and/or drills in alignment with the Emergency Management Multi-Year Training & Exercise Plan, including but not limited to, working independently or partnering to develop scenarios and exercise documents, coordinate exercise logistics, lead debriefs, and document after-action reviews/improvement planning
  • Utilizes available information systems (Emergency Mass Notification System, EMResource, IDPH Starcom Radio, etc.) to support Emergency Management expectations
  • Assists with supporting the Hospital Preparedness Program (HPP) grant and ensuring grant deliverables as required under the HPP Grant Agreement.
  • Other duties as assigned

Qualifications

Required:

  • Bachelor's degree in emergency management or related field
  • Experience in emergency management, emergency response, or a related field, and a working knowledge of Incident Command Systems (ICS) and National Incident Management System (NIMS)
  • Experience with Microsoft Suite, including but not limited to, Teams, Outlook, Word, Excel, PowerPoint, and Visio
  • Completion of IS 100, 200, 700, and 800 courses
  • Completion of ICS 300 and 400 within one year of hire (if not previously completed)
  • Completion of Homeland Security Exercise and Evaluation Program (HSEEP) within two years of hire (if not previously completed)
  • Experience maintaining emergency management programs including hazard analysis, mitigation and preparedness planning, as well as response to and recovery from disaster events
  • Demonstrated skill in managing projects collaboratively through multidisciplinary workgroups in a large and complex organization
  • Experience conducting trainings and exercises

Preferred:

  • Two years of program/project management experience in a hospital or other healthcare setting
  • Master’s degree in emergency management or related field
  • Working knowledge of Hospital Incident Command Systems (HICS)
