Required Education: Bachelor’s Degree in English, Writing, or Business or commensurate level of experience based on position level

Required Experience: 5-7 Years of Federal Government proposal related experience


Description


PingWind is looking for a Proposal Manager who understands Federal government proposals – preferably within VA, HHS, and DOD. Familiarity with contract vehicles such as SEWP, ITES, and T4NG a plus. The candidate will be part of a proposal team to lead capture opportunity pursuits including Requests for Information (RFIs). The ideal candidate will be a self starter, have the ability to meet deadlines, a commitment to teamwork, and detailed follow-through to be successful in this role. 


Responsibilities


• Assist the Business Development/Capture Leader in managing and directing proposal efforts and personnel

• Participate in the development and review of proposal strategies and win themes, and manage the development of a Requirements Traceability Matrix/Proposal Plan 

• Direct and create the proposal outline 

• Assist in analyzing the RFP/bid requirements against the proposal outline to ensure both compliance and responsiveness to the customer’s issues and needs

• Build the proposal compliance matrix and track the fulfillment of all requirements

• Manage/coordinate development of the Executive Summary and other key proposal summaries

• Review proposal sections to ensure requirements are adequately addressed, compliant, and that customer page limits are not exceeded

• Initiate and conduct regular proposal progress status meetings and maintain the proposal schedule

• Develop and run effective color team reviews of the technical, management, and overall proposal approaches

• Direct writing/editing/rewriting efforts, as needed

• Responsible for final collaboration (approval) and submission of proposal via email and/or upload

• Other reasonable and normal duties associated with the Proposal Manager position, as directed by the VP of Growth 


Requirements


• Excellent organizational and writing skills with proven writing background

• Good analytical skills with superior attention to detail 

• Experience in federal procurement processes, regulations (e.g. FAR/DFARS), and contracting vehicles

• Ability to support multiple competing deadline-driven demands

• Effective communication skills

• Excellent interpersonal and presentation skills for interacting with team members and clients

• Accomplished analytical and problem solving skills

• Ability to work in a team environment

• Expert knowledge of MS Office (Word, Excel, PowerPoint), Adobe Acrobat, desktop publishing skills and the ability to conceptualize graphics

• Excellent initiative and ownership of tasks, projects, and writing (as needed)

• Demonstrated record of high achievement and commitment to quality work
