Planning Engineer, Facility Studies

Coordinate, perform and review technical studies related to the interconnection of proposed new generation, transmission and load facilities to the New York State transmission system. This position will report to the Supervisor, Facility Studies.

Specifically, the Planning Engineer will:

Review proposed project facilities including the conceptual design for interconnection of the project to the NYS transmission system and associated modeling data provided for the project;

Prepare base cases to be used in interconnection facility studies;

Provide technical coordination with others involved in the performance of interconnection facility studies including the project developers, transmission owners, consultants, etc.;

Perform or review the technical analysis (power flow, transfer analysis, deliverability analysis, short circuit, and/or stability analysis) for interconnection facility studies;

Evaluate and identify any system upgrade facilities and/or system deliverability upgrades required for proposed projects and develops cost estimates for the identified upgrades;

Conduct interconnection studies involving neighboring Regional entities (PJM, IESO, ISO-NE, HQ);

Prepare and/or review interconnection study reports and associated documentation;

Participate in project facility study meetings; Confer with other SRP and NYISO departments as necessary;

Assist in preparation in various SRP or NYISO reports and filings as appropriate;

Assist in responding to customer, regulatory, or other outside inquiries as appropriate;

Assist in development or review of new or modified documents such as tariffs, manuals, reliability standards, etc., as appropriate.

Bachelor’s degree in Electrical Engineering or related field

24 months of experience as a worker in the power/energy industry to include system planning and design of transmission system facilities and working with the following software tools:

MATLAB; Programing language Python; MATPOWER, OpenDSS, PowerWorld, CAD; Programing language C/C++.
