Public Transit Department Budget Supervisor

The City of Phoenix Public Transit Department is seeking an experienced financial professional to fill the position of Department Budget Supervisor. The Public Transit Department provides local bus, RAPID® commuter bus, neighborhood and business circulators, Phoenix Dial-a-Ride, and alternative transportation services through contracts with private companies who manage day-to-day transit operations. The Public Transit Department also provides planning, scheduling, and financial management support to the High-Capacity Transit program.

The Department Budget Supervisor plays a critical role in the department, leading the team that prepares and manages a budget which includes multiple local, state, and federal funding sources. The position is also responsible for updating and monitoring the long-range financial planning model for Transportation 2050 (T2050) funding. This position will join the Public Transit Department's Management Services Division, which is responsible for department budgeting and accounting, transit passenger customer service and pass sales, financial planning for the City's transit program, administration of various fare media programs, and financial management of transit service purchased by other agencies.

Responsibilities include:

  • Plan, organize, and supervise a staff of professional and clerical employees involved in the development and analysis of departmental operating and capital budgets, payroll, accounts payable, accounts receivable, and other fiscal activities.
  • Develop rate structures that ensure cost recovery for the sale of service to other agencies.
  • Supervise the preparation of operating and capital budget expenditure estimates with multiple local, state, and federal funding sources.
  • Supervise the preparation of revenue estimates for all department revenue sources.
  • Supervise the preparation of monthly operating and capital budget reports and monitor all divisions budgets.
  • Coordinate and conduct quarterly budget meetings with applicable department staff.
  • Update, monitor, and maintain the Transportation 2050 (T2050) financial planning model to ensure ongoing solvency of the program, including forecasting long-range revenue and expenditure estimates.
  • Supervise regional fare media revenue distribution.

IDEAL CANDIDATE

  • Knowledge of federal, state, and local rules and regulations pertaining to transit management.
  • Knowledge of municipal finance administration, accounting, economic principles and practices, and internal control procedures.
  • Knowledge of proper budget preparation, analysis, and management.
  • Knowledge of supervisory techniques.
  • Intermediate to advanced Excel spreadsheet skills.

SALARY


Pay Range: $90,750.00 to $127,920.00

Hiring Range: $90,750.00 to $110,510.00

MINIMUM QUALIFICATIONS

  • Four years of professional level experience in budget or accounting, including one year of experience working with complex financial systems.
  • Bachelor's degree in accounting, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • Experience in:
    • Budget preparation and monitoring.
    • Financial report preparation.
    • Journal entry preparation/posting.
    • Using SAP financial management system.
    • Financial forecasting.
    • Performing or supervising accounts payable and accounts receivable functions.
