Job Type : RegularRegularDirector, Talent AcquisitionThe Director of Talent Acquisition manages the operational performance of recruitment and talent acquisition functions to ensure RAND attracts, recruits and retains top talent.The Director, Talent Acquisition will be responsible for proactively managing the talent acquisition function for RAND. This role will be operationally accountable for refining systems and processes from staffing planning, candidates sourcing, interview training and process, to candidate selection.In addition, the Director, Talent Acquisition will play a key role in the implementation and leveraging of best practice talent acquisition processes in Workday.This position will work cross-functionally with the HR Department as well collaborating with department leadership in the research and support areas of the organization.Acts as a key business resource in developing and interpreting company policies, procedures and guidelines to ensure talent acquisition programs and policies are compliant, equitable and competitive.Ensures all recruitment and talent acquisition programs are administered fairly and consistently throughout the company.Provides strategic and tactical management of the talent acquisition function including staffing planning up to onboarding;ensure alignment with business priorities across all divisions for scalable and sustainable growth.Directs and participates in recruitment processes for senior level positions.Consults with and advises management in regard to recruitment and talent acquisition, including new positions and process efficiencies.In collaboration with HR colleagues and business leaders, drive measurable outcomes in line with the staffing plan, to meet current and future talent management strategy, including DEI initiatives.Offer proactive expertise on current and upcoming talent trends that impact our talent strategy or businessDevelop and track talent acquisition metrics and analytics that help assess, analyze, and understand our talent pipeline, build in assessment for areas of strength and areas of development for continuous improvement.Evaluate employer brand strategy as it relates to talent in collaboration with Communications and External Affairs.Management Duties :Determines staff level, interviews / hires new employees, ensures appropriate training, conducts performance reviews, counsels employees, and takes appropriate disciplinary action.Develops and administers objectives, operating policies and procedures, budget and strategic action plans for achieving goals.Provides leadership and motivation by establishing clear expectations, communicating specific performance feedback, and giving timely and thorough performance reviews.Occasional US travel is required.QualificationsDemonstrated experience building strong business relationships with executive management, division leaders, and directors, as well as within one’s own organizationExhibited competency in a leadership / management role responsible for developing processes and managing staffSubstantial knowledge of talent acquisition concepts, techniques, and best practices, as well as federal and state employment lawSuccessful change and project management experience including developing and executing organization-wide initiativesKnowledgeable about DEI principles, experience operationalizing them in recruiting strategies, and a clear personal commitment to advancing DEIExperience developing, refining, documenting, and measuring recruiting processesProven knowledge of labor markets, contemporary recruiting practices and effective social media recruitment toolsExcellent verbal and written communication and interpersonal skillsWorking knowledge of a federal contractor environment is a plus; knowledge of OFCCP / DCAA regulations is idealMust be able to travel occasionallyEducation RequirementsBachelor’s degree required; master’s degree preferredHR Certifications are a plusExperience10 years of relevant HR / Recruiting experience required5 years management experience requiredExperience using an ATS system is required; using Workday or similar HRMS / ERP software is desirableLocationWashington, DC, Pittsburgh, PA, or Santa Monica, CAThis position is open to a hybrid work arrangement, working from home and the office, for candidates who reside within reasonable driving distance to one of the RAND office locations listed above.This position requires at least 50% of time be spent working on-site with Wednesdays set as an anchor day for the department.A fully remote work option is not available for this role.Security ClearanceAbility to obtain a US security clearance may be required.Salary Range : $147,000- $224,000RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities;a candidate’s work experience, education / training, skills, expertise; and internal equity. Successful candidates will be offered employment in a specific title, as determined by the candidate's education and experience.The salary range includes base pay plus RAND’s sabbatic pay (which provides additional compensation above base pay when vacation is taken).In addition, RAND provides strong benefits including health insurance coverage, life and disability insurance, savings plan, paid time-off and more.Last updated : 2024-08-29
