Full Salary Range: $83,100 - $169,500/yr. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University.

Work Location: 3201 Student Affairs Administrative Services Building (SAASB)

Working Days and Hours: Monday-Friday, 8am-5pm

Department Profile

The Native American Graves Protection and Repatriation Act (NAGPRA) is a Federal law enacted in 1990 to resolve and restore the rights of Native American lineal descendants and tribes to human remains and cultural items. California NAGPRA state law was introduced in 2001 to aid the Federal NAGPRA and further the process of repatriation to California Native American Tribes.

NAGPRA requires museums, agencies, and universities that accept Federal funding to consult with Native American tribes regarding the repatriation of human remains and cultural items which were discovered on Federal or Tribal lands after 1990.

UC campuses hold Native American human remains and cultural items subject to NAGPRA. UC Santa Barbara is working with local Tribes to return claimed human remains and cultural items. It is a slow process but UC Santa Barbara is dedicated to the repatriation efforts.

Brief Summary of Job Duties

Under the general supervision of UCSB's Chancellor's Designee on repatriation, the NAGPRA Repatriation Coordinator serves as the campus's designated authority under the University of California Policy and Procedures on Curation and Repatriation of Human Remains and Cultural Items. Works across campus departments to achieve the university's goals around the timely and respectful return of Native American ancestors and cultural items. Ensures the university is compliant with all aspects of NAGPRA, CalNAGPRA and the UC Policy. Develops tribal relationships that acknowledge and respect a Tribe's sovereignty, cultural protocols, and cultural and religious practices and knowledge.

Required Qualifications

  • Bachelor's Degree in related area and/or equivalent experience/training.
  • Experience working with Native American communities, preferably in California Native American Communities.
  • Highly skilled communication and interpersonal skills to interact with a diverse group of individuals to secure and/or provide information to clarify situations and resolve problems; to communicate clearly and professionally; and to develop and sustain collegial working relationships with individuals from diverse backgrounds and perspectives.
  • Knowledge of consultation practices and processes with Native American Tribes and Native Hawaiian Organizations.
  • Experience supervising and managing staff.

Preferred Qualifications

  • Master's Degree or PhD in Indigenous studies, museum studies, anthropology, cultural resource/heritage management, or related fields.
  • Experience in financial management and budgeting.
  • Experience in recruiting, selecting, training, and motivating staff.
  • Knowledge of CalNAGPRA and UC Office of the President policies on Native American Cultural Affiliation and Repatriation.

Job Functions/Percentage of Time/Duties

  • NAGPRA Coordination & Compliance - 75%
    • Serve as the campus's designated authority under the University of California Policy and Procedures on Curation and Repatriation of Human Remains and Cultural Items and serve as the primary point of contact for all NAGPRA and CalNAGPRA inquiries seeking information about Native American remains and objects falling under NAGPRA regulations.
    • Represent UC Santa Barbara as lead NAGPRA staff at regular meetings with tribal government officials and representatives to coordinate NAGPRA compliance, address tribal concerns, and when possible, negotiate culturally sensitive resolutions.
    • Along with the Director of the Repository for Archaeological and Ethnographic Collections (RAEC), the Repatriation Coordinator will work closely with Federal and State Agencies regarding collections curated by the UC Santa Barbara RAEC to promote proactive compliance with NAGPRA.
    • Make recommendations to the UC Santa Barbara NAGPRA Advisory Committee on compliance with applicable law and UC NAGPRA policy.
    • Coordinate and lead monthly meetings of the UC Santa Barbara NAGPRA Advisory Committee to ensure compliance with the UC Policy and to address any needs that arise with the goal of ensuring timely and respectful repatriation occurs.
    • Develop UC Santa Barbara NAGPRA Policies in consultation with relevant staff, administration, faculty, and off campus tribal representatives.
    • Oversee UC Santa Barbara NAGPRA compliance: coordinate closely with the RAEC and the Office of the President; oversee repatriations of culturally affiliated remains and NAGPRA-related objects; oversee disposition of culturally unidentifiable remains; maintain records of outreach, notification and consultation; track responses and prepare status report; Develop documents to facilitate consultations; and submit and update federal reports and notices.
    • Manage administrative aspects of NAGPRA Program including developing the repatriation implementation plan, developing and overseeing project budget. Provide direction to NAGPRA project staff, when appropriate. Determine, delegate and supervise work to achieve goals and objectives. Oversee processes and outcomes to ensure quality standards are met.
    • Develop and maintain a UC Santa Barbara NAGPRA website. Identify and apply for grants to support the NAGPRA project. Deliver professional and public presentations on the UC Santa Barbara NAGPRA compliance program. Serve as a resource and campus expert for campus staff and Faculty regarding tribal relations.
    • Coordinate campus notifications around NAGPRA, CalNAGPRA and the UC policy, including but not limited to annual searches for Human Remains and Cultural Items.
    • Meet with elected officials, legal counsel, tribal leaders, campus administration and community leaders on all aspects of NAGPRA, CalNAGPRA and the UC Policy on Repatriation to provide updates and to justify decisions made by the campus.
  • Tribal Relations - 20%
    • Develop tribal relationships that acknowledge and respect a Tribe's sovereignty, cultural protocols, and cultural and religious practices and knowledge.
    • Develop and implement a robust outreach program to proactively engage Native American communities in NAGPRA consultations, per UCOP policy.
    • Meet with tribal members in a formal/legal consultation capacity and well as informally to build relationships and address concerns relative to the repatriation process.
    • Coordinate visits to campus by tribal leaders and ensure proper protocols are followed during the visits.
    • Broker discussions between tribal members and UCSB faculty, staff, students and administration as topics and issues arise.
  • Campus Compliance - 5%
    • The Repatriation Coordinator will work directly with the Chancellor, Chancellor’s Designee, NAGPRA Project Manager, Deans, Department Chairs, Faculty and Graduate Students to ensure UCSB is compliant with all aspects of NAGPRA, CalNAGPRA and the UC Policy. This includes doing campus searches, collaboratively creating or refining policies and procedures around the repatriation process and addressing any other needs that may impact the goal of timely and respectful repatriation.
