We're an award-winning IT solutions provider to the Federal government, currently seeking a Senior Acquisition Specialist with hands-on experience supporting all phases of the federal acquisition process (pre-award, source selection, and post award) and reviewing IT acquisition packages for FITARA (Federal Information Technology Reform Act) compliance to join our team.
This position supports the Portfolio Management and Governance (PMG) division of the OCIO (Office of the CIO). Apply your experience in leading, defining, developing, implementing, executing, and maturing post award vendor management and contract status reporting functions. In this position, you will be responsible for developing the program and planning, organizing, and executing day-to-day activities of post award vendor management including tracking intake requests for IT Governance services, tracking contract status, facilitating contract status review meetings, assessing IT related contract documents, technical, and procurement support services.
This is a hybrid role requiring on-site work 1-2 days per week. The selected candidate must live within commuting distance of Washington, D.C.

RESPONSIBILITIES:
Pre-award contract support to include:

Leading tracking, analyzing acquisition packages involving IT services for FITARA compliance and obtaining CIO approvals

Coordinating and meeting with government stakeholders to understand and collect technical data needed to produce rational and appropriate contracting recommendations
Post-award contract administration support to include:
-
Working with limited direction to lead, define, develop, implement, execute, maintain, and mature post award vendor management processes and Governance
-
Researching opportunities to improve efficiency and effectiveness of vendor management processes, reduce redundancies, assess, and reduce overlapping data points between reports, and find opportunities to re-purpose data and information where possible

Supporting OCIO leadership, the Government procurement advisor, Program Office acquisition lead, and CORs, to develop, communicate, establish, implement, monitor, and control contractual, financial, and technical aspects of a project/program throughout the post-award phases of the acquisition cycle

To execute the contract performance monitoring support task successfully, the candidate shall advance and support activities including (but not limited to):
-
Establish procedures for review of contract performance reports and implement these procedures; part of the establishment of procedures will be the establishment of metrics related to contract performance

Develop enterprise-wide views for reporting contract performance
-
Conduct monthly Contract Status Reviews for all vendors, to assess whether they are performing as expected
-
Track status of intake requests and ensure contracts involving IT costs are reviewed monthly
-
Track status of contracts involving IT costs and ensure monthly CSR (Contract Status Report) meetings are conducted
-
Facilitate monthly CSR (contract status report) meetings and document minutes, track actions and resolutions
-
Provide organization and structure to securely access and maintain documents, many of which will be acquisition or procurement sensitive

Update, maintain, and develop workflows
-
Maintain and improve the standard template for monthly CSRs to be used across all contracts
-
Review and analyze CSRs to ensure client and vendor compliance, understand project schedule and delivery timelines, and identify key issues/risks for the PMG (Portfolio Management & Governance) Director to address
-
Confirm CORs (Contracting Officer Representatives) schedule CSR meetings and include Program Office leadership, contract leads, and other personnel

Contribute to delivering OCIO (Office of the CIO) vendor kickoff information to all program office CORs for use during any contractor on-boarding
-
Assist CORs with timely contract close- out support in accordance with FAR 4.804(a), Department and Bureau regulations and policies
REQUIRED SKILLS:
-
A minimum of six (6) years of experience
-
Knowledge and experience in preparing/reviewing acquisition packages with focus on IT investments, including justifications and approvals, determinations and findings, memoranda of understanding, requirements, terms and conditions, and solicitation documents for advisory and assistance services, IT, and support services.

Experience in building post award vendor management program and IT contract status tracking

Has the ability to perform cost/price analysis of simple and complex proposals and possesses the knowledge of and experience with various contract types, to include but not limited Indefinite Quantity contracts, ordering under Federal Supply Schedules and Government-wide Acquisition Contracts, Cost Reimbursable Contracts, Time and Materials, Labor Hour and Fixed Price Contracts

EDUCATION:

Bachelor's degree with at least 24 semester hours in the following course of study: accounting, law, business finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organizational management
