The Division of Child Support Services (DCSS) exists to ensure that all children receive financial and medical support from each parent through the location of each parent, the establishment of paternity and support obligations, the enforcement of those obligations and connection to resources to assist parents in overcoming any barriers that are impeding their ability to pay child support. To do this, DCSS collaboratively provides case management tools, policy, performance, and operational assistance, and ongoing training to support counties in delivering the child support servicesprogram.The mission of the Policy Unit is to lead the Colorado Child Support Services (CSS) program by affecting and supporting program policy. The purpose of the work unit is to implement federal requirements of Title IV-D of the Social Security Act; continuously improve the operation of Colorado’s CSS program by designing and implementing changes to Colorado law, state rules and procedures; provide policy support and guidance to the Division; and provide quality supervision and policy guidance to 54 county Child Support units.Opt in below to receive text message updates on CDHS recruiting events!CDHSCareersThis position exists to be the Staff Authority to the Division of Child Support Services on all Application/Intake, Confidentiality, Non-Disclosure Indicator (NDI), Locate, Current/Enforcing, and TANF Cooperation policy, procedure andregulation.This position has three main areas of responsibility:1. Serving as the key staff lead in developing, implementing, and maintaining Division Application/Intake, Confidentiality, Non-Disclosure Indicator (NDI), Locate, Current/Enforcing, and TANF Cooperation policy, procedure, and regulation; and,2. Providing technical expertise and direction to Division and county child support services staff on activities related Application/Intake, Confidentiality, Non-Disclosure Indicator (NDI), Locate, Current/Enforcing, and TANF Cooperationpolicy, procedure, and regulation.3. Serving as a regional representative to support county child support services programs with policy compliance and performance improvement.Experience Only:7 years of professional experience in Policy Analysis, Project Management, or working in Child Support Services Programs.OREducation and Experience:Bachelor's degree from an accredited institution in a field of study related to the work assignment and three years of professional experience in policy analysis, project management, or working in the Child Support Services program.Please note: This experience must be clearly documented on your application and the supplemental questions must be answered. Answers such as "see resume," "in cover letter," or "n/a" will be disqualifiedPreferred Qualifications:The following supplemental experience, competencies and abilities are highly desirable for this position and may be considered in selecting the successful candidate:• Experience with the Automated Child Support Enforcement System (ACSES)• Experience with analyzing, implementing and evaluating policy, legislation and/or regulations• Excellent writing skills so that information can be communicated clearly• Technical assistance and/or training experience• Experience successfully communicating both in verbal and written form to high level audiences• Proven organizational and project management skills• Ability to balance the needs and intent of the Federal and State guidelines with the needs of stakeholders• Ability to creatively analyze and interpret information necessary to make decisionsConditions of Employment:• Standard background check.• This position may be required to travel as needed for offsite meetings, conferences and training.• Occasionally travel to meetings throughout the state.• Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment.
