In addition to maintaining over 18,000 lane miles of state highway and 4,100 bridges, WSDOT manages the world's longest floating bridge, executes an award-winning Active Transportation Plan, holds a record for the world's widest tunneling project, and operates the largest ferry system in the nation!The OpportunityWSDOT is currently seeking a skilled Property and Acquisition Specialist 6 that specializes in Property Management. This position supervises, trains, and mentors Property Management (PM) staff for the Eastern Region Real Estate Services (RES) office in Spokane, WA. This position is highly technical, requiring knowledge of Federal and State regulation and laws. The supervisor is relied upon as the subject matter expert and is responsible for compliance to ensure federal funding for projects is not jeopardized. In addition, this position provided technical and policy recommendations to the Real Estate Manager in areas such as budgeting, personnel, project assignments, demolition of improvements and evaluation of employees. This function is a key element of the Right of Way (ROW) Certification process that is required for WSDOT projects to be advertised for construction.What to ExpectAmong the varied range of responsibilities held within this role, the Property & Acquisition Specialist 6 will:• Supervise the property management team in the Eastern Region Real Estate Office.• Provide technical support and advice to all multimodal offices that have real property needs.• Assist with funding requests and budgeting.• Conduct project inspections of surplus property acquired, along with inventory, creating and maintain electronic files.• Advise the public and city/county staff regarding requests to lease/purchase WSDOT ER owned land.• Review, approve and/or reject all tax assessments placed against WSDOT property.• Instruct the counties to remove tax assessments not appropriately charged to the state.• Balance and maintain the PM budget.• Work with HQ RES on proposals for funding for PM program for ER.• Complete complicated real estate transactions involving property management.QualificationsTo be considered for this opportunity, the following are required:• Bachelor’s degree and four (4) years of experience in acquisition, relocation, or property management activities on public property or for a government agency.OR• Associate’s degree and six (6) years of experience in real estate related fields (4 years in acquisition, relocation, or property management activities on public property or for a government agency).OR• Eight (8) years of experience in real estate related fields (8 years in acquisition, relocation, or property management activities on public property or for a government agency).OR• One (1) year as a Property Acquisition Specialist 5 (or its equivalent) with a minimum of 1 year of experience providing acquisition, relocation, or property management activities on a public property or for a government agency.OR• Two (2) years as a Property & Acquisition Specialist 4 (or its equivalent) with a minimum of 2 years of experience providing acquisition, relocation, and property management activities on public property or for a government agency.OR• Three (3) years as a Property & Acquisition Specialist 3 (or its equivalent) with a minimum of 3 years of experience providing acquisition, relocation, or property management activities on public property or for a government agency.In addition, the following are required:• A valid driver’s license.• Ability to obtain a Washington state Notary Public.It is preferred that qualified candidates also have:• Experience in supervisory techniques and practices• Working knowledge of the Uniform Relocations act and enabling State and Federal Rules and Laws.Important Notes• This recruitment may also be used to fill additional positions per business needs.• This position offers flexible/hybrid remote work options.• The salary listed includes the approved 7.5% assignment pay for this job class.• In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
