GENERAL DESCRIPTION:
TDEM is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed. The Accounting Manager performs highly complex accounting and financial reporting tasks, and provides technical expertise and training within the Division of Finance.
This position reports to the Chief Financial Officer and serves at the discretion of the CEO.
*Salary is a fixed rate.
*This position is located on-site and not subject to telecommuting.
ESSENTIAL JOB DUTIES & RESPONSIBILITIES:
Oversee Financial Analyst performing accounting and reporting responsibilities.
Assists with preparing the Annual Financial Report (AFR), in compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) guidelines, and the State of Texas and Texas A&M System guidelines.
Assists in preparing annual GASB Survey Questionnaires.
Assists with preparing various external reports and submits by the due dates including APS011, Sources & Uses, UBIT, and GR Reconciliation.
Reviews AFR-USAS reconciliation on a monthly basis and researches and resolves outstanding items.
Assists with State & System Internal auditors and assists with the coordination of financial audits, as necessary.
Develop and maintain process for gifts made to TDEM and submit quarterly GDGE report to Texas A&M University System Office by the deadline.
Responsible for writing procedures and monitoring compliance with System, state and federal guidelines.
Recommend changes to TDEM processes and internal controls to ensure integrity in all accounting functions.
Assists in preparing and reviewing journal entries to record revenue received in state appropriations and various transfers in the state treasury.
Manage TAMUS financial system access and security requests for TDEM employees and contract workers.
Responsible for FAMIS account setups and maintenance to limit errors in financial reconciliations and reporting, including all GLs, SLs, SAs, banks, payroll accounting analysis codes, and USAS strategies on the 840 table in FAMIS.
Assists with establishing and maintaining service centers.
Approves accounting work in recording, classifying, auditing, reconciling, adjusting and balancing financial records, and documents.
Oversee construction accounting and work closely with Texas A&M System Office for all construction budget and accounting tasks.
Monitors State Appropriation balances to ensure State funding is not lapsed and that funding is reserved for construction projects per the BOR-approved budgets.
Work with Sponsored Research Services to build Maestro module to meet TDEM’s needs and move grants into Maestro for reporting and monitoring.
Work with Texas A&M System Office on Financial Reporting changes and new GASB implementations.
Review payroll corrections (PCTs) as needed to ensure payroll expenses are correctly allocated between FAMIS and USAS.
Oversee UIN setup and TAMU System access for contract workers.
Assists with the preparation of the legislative appropriation request (LAR) biannually.
Responsible for the preparation of various monthly management reports.
Contributes to the effective team management of all relevant problems, issues, and opportunities.
Prepares special projects and financial analysis for management.
Ability to travel 15% and may require overnight trips.
Performs related work as assigned
Maintains a regular work schedule and works extended hours when needed.

MINIMUM QUALIFICATIONS:
Education – Bachelor’s degree in Business or Accounting.
Experience – 3 years of related experience.
Preferred Qualifications: Masters in related field. CPA
*Relevant work experience may be substituted in lieu of education requirements on a year-for-year basis, with one (1) year experience equivalent to thirty (30) semester hours. A completed advanced degree may also be substituted in lieu of work experience and the hiring supervisor retains this discretion.
KNOWLEDGE, SKILLS AND ABILITIES:
Advanced knowledge of budgetary, accounting, financial concepts and management principles related to TAMUS, state, and federal regulations, legislation, guidelines, policies, and procedures.
Proficient in Aggiebuy, Emburse Expense, Workday, Business Objects and Financial Accounting Management Information System (FAMIS).
Advanced analytical, detail-oriented, and problem -solving abilities.
Ability to multi-task without sacrificing accuracy or timeliness and meet multiple deliverables.
Ability to analyze fiscal management information; to determine appropriate use of funds; to perform statistical analyses; to identify and develop budgetary reports and schedules; to analyze problems and develop and present solutions and apply actions to effectively resolve current and prevent recurrences of problem conditions.
Strong supervisory skills; ability to promote teambuilding and development.
Exercises excellent interpersonal skills. Demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with internal and external customers.
Experience communicating and presenting to diverse small and large groups. Ability to convey technical information in lay terms that can be understood by people with various educational and working backgrounds.
Highly organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness, or professionalism.
Proficient in operating personal computers (e.g. Microsoft Office Suite, e.g. Word, Excel, Access, PowerPoint) and creating complex spreadsheet, word processing and database software systems.
Excellent computer skills to include expertise in spreadsheets, databases, etc. Demonstrated expertise in complex mainframe database applications. Excellent written communication skills and analytical skills.
Ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.
Availability for after-hour, holiday and weekend work is required as well as during emergencies and disasters.
Ability to travel 10% and may require overnight trips.
Ability to communicate with tact and diplomacy.
REGISTRATION, CERTIFICATION OR LICENSURE:
Must complete within 12 months of employment the following FEMA independent study courses: IS-100, IS-200, IS-700, and IS-800 and FEMA Professional Development Series.
