Our Client is currently seeking qualified applicants for the position of Chief Financial Officer ("CFO"). This highly responsible position provides leadership in instituting financial integrity, safeguarding the assets and promoting organizational accountability. The CFO reports to the Chief Executive Officer ("CEO") and is responsible for all aspects of financial management, accounting, payroll, purchasing, risk management, benefits administration, compliance reporting, and tax reporting. Duties require thorough knowledge of current accounting techniques, the policies and procedures and the accounting and reporting requirements of the U.S. Department of Housing and Urban Development ("HUD"). Performance of the duties also requires the application of executive skills and excellent judgment and decision-making ability. Work is performed under the general supervision of the CEO and is evaluated through independent audits required by HUD.The functions listed are also examples of duties that may be required and in no way imply a contractual agreement between the employer and employee or affect the at-will relationship between the parties.Major Duties and ResponsibilitiesResponsible for all aspects of the Authority's accounting, financial management, and financial reporting activities including planning, budgeting, and external reporting.Supervises the Controller and other Finance Department staff.Supervises the preparation of reports or financial statements for internal management use, for use of the Commissioners, or for use by the various offices of the State of Georgia and U.S. Department of Housing and Urban Development.Prepares budgets for the Central Office Cost Center and the Authority's non-federal funds. Coordinates and oversees the budgets for each Asset Management Property (AMP).Performs calculations and completes paperwork and online submissions as required for annual Operating Subsidy and related subsidy payments in accordance with applicable regulation.Establishes and maintains internal controls to protect and safeguard Authority assets and to provide surety of fiscal reporting.Oversees all the Authority's procurement activities.Completes year-end closing processes and ensures the timely submission of financial data to the U.S. Department of Housing and Development's Real Estate Assessment Center (REAC).Produces all official financial statements, along with related notes, for each program as well as consolidated financial statements.Supervises fixed asset accounting for the Authority's capital assets.At the direction of the Bond Compliance Officer, assists with bond compliance activities.Serves as the Authority's chief Risk Control Administrator. Identifies potential loss-causing areas; monitors, inspects and recommends actions to reduce potential loss; and performs follow-up.Routinely evaluates current benefit programs against alternatives.Administers all personnel benefit programs, including but not limited to health, dental, life, disability, and retirement.Maintains contract, securities investment, and insurance and property registers; advises on extraordinary maintenance and major repairs.Examines and audits the accounting provisions of contracts, leases, and agreements.Stays abreast of public housing matters through careful study of HUD regulations, laws, ordinances, and publications related to public housing.Stays abreast of all accounting issues through careful study of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements.Represents the Housing Authority in meetings with HUD representatives, federal, state, and local officials, consultants, the residents, and the general public.Maintains contact with various HUD Officials in the Field and Regional Offices.Performs other related duties as required.We will provide reasonable accommodations provided that the individual is otherwise qualified to safely perform the duties and assignments connected with the job and provided that any accommodations made do not require significant difficulty or expense.Desirable Knowledge and Abilities1. Thorough knowledge of the policies and regulations of the Housing Authority as established by the Commissioners or set forth by Housing and Urban Development regulations.2. Thorough knowledge of modern office practices and procedures, including knowledge of principles of public finance and contract administration.3. Thorough knowledge of the principles, methods, and practices of professional governmental accounting.4. Thorough knowledge of the Housing Authority's accounting system and procedures.5. Considerable knowledge of the programs, budgetary needs, and organizational structure of the Housing Authority.6. Knowledge of report preparation techniques and procedures, a demonstrated ability to prepare and evaluate professional, technical reports, and other documents.7. Knowledge of computer-based accounting systems.8. Ability to understand, act on, and interpret policies, regulations, and procedures as set forth by the Housing Authority.9. Ability to understand or apply laws, regulations and polices to the maintenance of financial records.10. Ability to present ideas and information in a clear and concise manner, both orally and in writing.11. Ability to train and instruct subordinates to effectively and efficiently achieve departmental goals.12. Ability to prepare and interpret comprehensive, accurate and concise reports and data.13. Ability to meet and deal courteously and tactfully with the general public and to present ideas and recommendations effectively.14. Ability to perform the duties of all employees in the department as primary back-up.15. Graduation from an accredited college or university with a bachelor's degree in accounting, finance, business administration, or closely related field. A CPA is desirable.2. Four (4) to six (6) years professional accounting experience including at least two (2) years in a supervisory position over a professional or para-professional accounting staff.3.
