Job Description

Citizant is looking for a dynamic Program Manager to manage the overall effort for a National Security customer. The job entails monitoring work performance, measuring results, ensuring delivery of product deliverables and solutions, supporting management and recommendations, and facilitating communications. Institutes and maintains a process that ensures problems and action items discussed with the Government are tracked through resolution and provides timely status reporting. ACTIVE Secret Clearance is required.

Salary Range: $145,000 - $155,000 (depending on experience)

Duties & Responsibilities:

  • Develops and maintains a program-level resource plan that covers all personnel, equipment, supplies, and facilities needed to sustain all USSF-hosted EIS environments.
  • Works with the project teams to identify, prioritize, and resolve risks and issues associated with resource conflicts and scheduling interdependencies within the program.
  • Communicates across all program levels and provides timely and accurate project information in Monthly Status Reports.
  • Assists with various tasks as needed, including developing quality assurance plans, performing quality assurance activities, tracking quality defects, etc.
  • Manages the EIS Administration and Solutions Teams to ensure continuity of day-to-day operations for the USSF SharePoint and Task Management Tool (TMT).
  • Promotes continuous improvements to enhance customer experience through use of the USSF Support Center, SharePoint Online (SPO), the Air Force (AF) Portal, and training.
  • Ensures network security compliance and maintains the Information Assurance (IA) posture for accreditation.
  • Communicates with the Contracting Officers Representative (COR) and the Government on all aspects of the project.
  • Notifies the Government of any issues and works with the Government to resolve the problems.
  • Ensures the Citizant Team is effectively managed and is meeting or exceeding the Government’s requirements.

Qualifications

  • 5+ years of relevant professional experience supporting or leading PMO or Enterprise Information Services teams.
  • Project management experience, preferably in an Agile environment using Scrum.
  • Strong written and oral communications – 2+ years of experience writing management reports.
  • Ability to provide on-site project leadership in Colorado Springs.

  • Ability to effectively communicate with all levels of military and civilian personnel within the United States Space Force (USSF).
  • Knowledge of USSF organizational structure, processes, and procedures.
  • Knowledge of Enterprise Information Services (EIS) environments, AFNET and AFSPC-S Networks, SharePoint, and Task Management Tool (TMT) capabilities and functions to include business process mapping techniques and organizational data flow.
  • Explore new technologies and methods in developing and deploying solutions that address enterprise data challenges.
  • Strong interpersonal, communication, and organizational skills.
  • Ability to stand before a group to facilitate solution sessions or present results.
  • Experience with Experience with MS Office 365 Suite (Word, MS Teams, Planner, Power Apps, PowerPoint, Excel, Project).
  • Experience leveraging SharePoint 2010 or above for library management.

Education:

  • Bachelor’s degree in computer science, information systems, or a related field with at least 5 years experience managing projects or programs valued at over $5M annually.
  • Additional relevant experience may substitute for the bachelor’s degree requirement (e.g., an associate degree and 7+ years’ experience or a High School Diploma and 9+ years’ experience).

Clearance Requirement:

  • Must be a US Citizen
  • Must have an active Secret Security Clearance (Top secret clearance is preferred).
