Location:

This is a hybrid position, and the ideal candidate will be located in Washington, DC.

 

Compensation:

At VEIC, we are committed to pay transparency. The starting pay range for this position will be between $125,000-$130,000 annually. Based on market data, pay may vary depending on job-related knowledge, skills, education, experience, and location. Please discuss your intended work location with the recruiter for more information. The total compensation package for this position also includes a full range of medical benefits, 403(b) eligibility with match, Combined Time Off (CTO), Care and Concern leave, Parental leave, wellbeing benefit, a community service day, and eight paid holidays that are effective as of your first day of employment.

Responsibilities

Essential Functions:

  • Continuously develops and enhances staff capability to provide exceptional workforce development program management services. Mentors, models, and drives key skill sets including:
    • Highly effective and efficient program implementation methodologies
    • Best-In-Class operational effectiveness
    • Leadership through influence
    • Development of highly functioning implementation teams
    • Plan evaluation strategies including risk assessment and risk mitigation
    • Budget creation and management
    • Project and program evaluation through key performance indicators
    • Best-Known-Practice sharing and utilization
    • The building and developing of strong partner relationships
    • Leading project implementation efforts as needed
  • Sets the long-term strategy for the Workforce Development program to meet its annual goals.
  • Builds and maintains productive relationships with public-sector, private-sector and non-profit employers to create career pathways for future talent.
  • Builds and maintains strong partnerships with other workforce development agencies to ensure alignment and execution of collaborative workforce strategies.
  • Gathers labor market information, talent demand and skills requirements and translating data into meaningful information to create workforce development strategies.
  • Develops and manages a database of employers and/or industry representatives and maintain regular communication through appropriate channels.
  • Develops and continuously monitors progress regarding initiative goals, budget and cost-effectiveness making program tactical changes as needed.
  • Develops, leads, and motivates the Externs and provide an understanding of their goals and progress.
  • Ensure operational efficiency, performance quality, and drive Best Known Practices.
  • Leads the program initiatives to provide skills development, on-the-job training and certifications, direct work experience with contractors, and job placement.
  • Delivers clear and transparent program messaging for both external and internal customers.
  • Addresses customer complaints and feedback. Seeks solutions to prevent future occurrences. Counsels Externs as needed.
  • Collaborates and coordinates with the Director, Account Management and Workforce Development and other DCSEU groups on cross-functional initiatives, with understanding and flexibility to build organizational unity, efficiency, and success.
  • Manages the staff resource levels necessary to accomplish DCSEU Workforce Development program.

 

Qualifications

Knowledge and Experience:

  • Education: Bachelor's degree in a related field or a combination of education and experience from which comparable knowledge and skills are acquired.
  • Program Management Experience: Demonstrated expertise in Program/Project Management.  Program/Project Management certification such as PMP or PgMP is desired.
  • Staff Management Experience: Minimum 5 years of experience developing, leading, and supervising staff.
  • Ability to motivate, develop, mentor and engage staff to support VEIC's mission and division/group goals.
  • Experience creating best practices, innovating, and implementing activities to accomplish group/division goals.
  • Strong interpersonal and communication skills, ability to work collaboratively in a fast-paced environment, and the ability to handle competing priorities.
  • Demonstrated ability to be organized, detail oriented, accurate, and able to handle multiple tasks and competing priorities.
  • Budget creation and management
  • Ability to carry out systematic process and/or tactical planning and implement planned steps from start to finish.
  • Ability to uphold and instill with the group excellent customer service.
  • Demonstrated experience generating reports with spreadsheet and/or database programs such as Excel and Tracker.
  • Demonstrated ability to work independently and in a collaborative team environment.
