Bellese Technologies is looking for an experienced Product Manager to join our distributed team on our Hospital Quality Reporting program working with the Centers for Medicare and Medicaid Services (CMS) federal agency. 


The ideal candidate will have five or more years of experience as a customer-facing digital product manager in a cross-functional agile environment, ideally in the public sector, professional services, or a highly regulated industry. To be successful, this person must have a deep understanding of the consulting mindset, user-centered prioritization, and the ability to build trust with a wide variety of stakeholders in a complex organization. Success requires a candidate who has excellent communication, collaboration, and technical product skills. This is a user-focused role, working to translate the needs of users and the business into digital product features.

Team you will be joining
  • The Hospital Quality Reporting (HQR) Secure Portal is the only CMS-approved website for secure communications and healthcare quality data exchange between quality improvement organizations, hospitals, physician offices, nursing homes, end-stage renal disease networks and facilities, and data vendors. It provides secure data exchange to and within various CMS quality reporting programs, including Hospital Inpatient Quality Reporting, Hospital Outpatient Quality Reporting, Inpatient Psychiatric Facility Quality Reporting, Prospective Payment System-Exempt Cancer Hospital Quality Reporting, Ambulatory Surgical Center Quality Reporting, and the Medicare Promoting Interoperability Program. 
  • As Product Manager on the Framework team, your work will be focused on new product enhancements and architectural adjustments intended to support HQR’s functional product teams, such as Access & Submissions (A/S), Calculation & Validation (C/V), Feedback & Support (F/S), and Analytics. Additionally, the Framework Team provides the knowledge transfer and transition of the functionality and architectural changes to the other product teams upon production release.


Required Qualifications
  • 3 or more years as a Product Manager building digital products in a cross-functional agile environment
  • Expert knowledge of agile frameworks and principles and the ability to coach and mentor peers as needed
  • In-depth knowledge of the requirements management cycle with excellence in defining, writing and testing requirements, acceptance criteria and definition of done
  • Superior relationship building skills in large, complex stakeholder environments
  • Exceptional communication skills across business, technical and creative stakeholders
  • Proven ability driving progress in ambiguous environments
  • Prior experience in a client-facing consulting or contracting role


You have experience with
  • Direct knowledge is great, but knowledge with alternative products is perfectly OK! The concepts are likely the same, and new tech can be learned.
  • Formal training in a variety of agile delivery frameworks, including SAFe2+ years working on a remote team
  • Experience in a rapidly growing small business or startup environment
  • Prior professional services, government, or federal consulting experience
  • Experience building digital healthcare technology products and services
  • Experience working in the public sector or a highly regulated industry
  • Familiarity with accessibility requirements
