Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $92,283.00 – $102,61.00.

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE LISTED ABOVE.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Administration (ADMIN) has employed approximately 463 public employees to provide a wide range of ACS support services to ensure all Divisions receive adequate and efficient services to carry out their respective missions. ADMIN manages a Personnel Services (PS) budget of approximately $29M and an Other Than Personnel Services (OTPS) budget of $140M. ADMIN provides services including building maintenance, real estate, design, construction management, facilities and custodial services, occupational safety and health, operational support, security, transportation, and print production.

Within ADMIN, the Office of Transportation Services (OTS) is responsible for life-cycle management of ACS’ fleet of approximately 117 vehicles and oversight of contracted car service operations. OTS consists of the (a) Transportation Services Unit (TSU), (b) Transportation Care Unit (TCU), and (3) Dispatch Coordination Unit (DCU). TSU oversees employee driver’s license clearances required to operate City-owned vehicles, Zip Car coordination services, and alternative transportation services for ACS employees. TCU provides chaperones to accompany in-care children requiring transport to placement locations, schools, court appointments, scheduled family visits, and medical appointments. Additionally, DCU dispatchers oversee a complex transportation network to ensure timely processing and recording of all transportation service requests.

OTS is seeking a Director of Transportation Services who will report to the Assistant Commissioner for Support Services, and will be charged with day-to-day management of transportation operations with wide latitude for exercise of independent action and decision making.

The duties and responsibilities of the Director of Transportation Services will include, but will not be limited to:

- Oversee delivery of transportation services for all agency programs, and management of the Agency’s fleet consisting of 117 vehicles

- Comply with motor vehicle inspection requirements, administer recalls and warranties, and keep the Agency’s fleet in good and safe operating condition

- Supervise TCU staff to ensure necessary travel arrangements for children are properly handled, and children awaiting court proceedings receive care

- Manage the DCU to ensure trip requests are valid and processed in a timely fashion, and TSU staff responsible for fleet administration, maintenance, vehicle acquisitions, and salvage vehicles

- Ensure all on-road fleet units are properly installed with required vehicle tracking systems and telematic devices, and kept in good working order for all on-road vehicles

- Disseminate and enforce the Fleet Manual Driver’s Handbook, Agency fleet policies, and federal, state and local laws related to vehicles, equipment, fueling, and maintenance

- Implement Department of Citywide Administrative Services (DCAS) and Department of Investigation (DOI) rules for monitoring use of City vehicles, Department of Transportation guidelines for parking permits, Department of Finance requirements for violation notices and tickets, as well as ensure compliance with fleet rules, regulations, executive orders, and local laws

- Partner with DCAS to implement Local Law 140 to electrify the Agency fleet, including expanding access to charging stations

- Address suspected misuse of vehicles, and report any misuse of City vehicles or fleet resources to DOI

- Manage delivery of services from contracted car service providers, ensure timely and accurate processing of invoices, monitor contract burn-rates, budget tracking, etc.

- Track and analyze the use of fleet service contracts including Zipcar, Holman services, body shop contracts, and other related transportation contracts

- Plan for future needs and new programs, and ensure proper staffing and training of office personnel, including monitoring timekeeping and providing performance evaluations

- Lead a wide range of fleet safety initiatives in coordination with Executive Order 39 of 2024, communicate the importance of fleet safety, and assist with emergency preparedness initiatives and related reports

- Monitor real-time telematics data to better deploy and manage fleet operations, produce reports on travel data, and analyze usage trends to ensure sufficient and timely transportation coverage

- Prepare reports and provide feedback on transportation and travel matters, including collisions tracking and ensuring appropriate follow-up

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
