The New York City Comptroller’s Office works to promote the financial health, integrity, and effectiveness of New York City government, in order to strengthen trust, secure a thriving future for all New Yorkers, and build a more just, equitable, and resilient city. Led by an independently elected citywide official, the comptroller’s office provides checks and balances needed to hold City government accountable for budgeting wisely, investing responsibly, operating efficiently, acting fairly, living up to its obligations and promises, and paying attention to the long-term challenges we face together.

The Bureau of Accountancy is responsible for the preparation and fair presentation of the City’s accounting and financial statements. It is also responsible for preparing the Annual Comprehensive Financial Report (ACFR), which provides transparency into the City of New York’s financial health and integrity. In addition to promoting fiscal stability through the production of the ACFR, the Bureau of Accountancy ensures that the City’s vendor database is accurate and up to date to allow for efficiency in the processing of payments for businesses and individuals who are in contract with the City, as well as claims, workers’ compensation, labor law, line of duty, certificate of residency and all vendor payments in general. These efforts gain the public’s trust and allow for continued assessment into the City’s financial transactions to identity opportunities for improvement and engage with City agencies to ensure results.

Reporting Directly to the Bureau Chief for Accountancy, the Division Chief of Financial Reporting supervises the Division responsible for warrant processing, general ledger maintenance, and financial accounting and reporting under generally accepted accounting principles.

Responsibilities include, but are not limited to, the following:

- Coordinates financial analysis of numerous accounting funds, balance sheet accounts and operating statement accounts in the City’s Financial Management System (FMS);

- Oversees the review process of agencies’ Imprest Fund Accountability Reports at year-end and the annual review of agency compliance with Comptroller’s Directives no. 3 & 6;

- Monitors Designated Funds accounts including the establishment and close-out of these accounts;

- Assists in the preparation of the Annual Comprehensive Financial Report (ACFR) which includes the Discretely Presented Component Units on an annual basis;

- Oversees custody accounts resulting from security deposit, franchise and contract retainage as required by Comptroller’s Directive no. 9;

- Processes requests for payments to workers for prevailing wage recoupment;

- Manages the reissuance of stale dated Central Treasury checks, as well as, coordinates the logistics of the checks held for City agency pick-up;

- Performs related assignments and special projects as required.

ADMINISTRATIVE ACCOUNTANT - 10001

Qualifications

1. A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing, and four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing accounting or auditing work; or

2. A valid New York State Certified Public Accountant license and at least 18 months of satisfactory full-time professional accounting or auditing experience in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work.
