Job Description

The Agency You’ll Join:

The Commission on Racial Equity is an independent 15-member commission responsible for engaging diverse communities to hold NYC government accountable to advancing racial equity in government operations and increase community voice in government decision making. CORE provides accountability for New Yorkers, regularly evaluating the City’s progress on its racial equity plan, requirements, and goals. CORE will be composed of diverse New Yorkers with equity expertise and/or relevant lived experience, serving as a conduit to bring historically excluded communities and voices into government decision-making.

The Team You’ll Work With:

CORE is an independent commission composed of 15 commissioners, including one Chair & Executive Director, jointly appointed by the Mayor and New York City Council Speaker. Other CORE commissioners appointed by the Mayor, City Council Speaker, City Comptroller, and Public Advocate. City officials appointing commissioners to CORE are required to consider individuals that represent or have advocated for historically excluded voices, including people with lived experience of marginalization and individuals who have never served on a government board or commission before.

The NYC Commission on Racial Equity staff are responsible for executing the day-to-day mission and establishing its path to success. They will take the vision of the Chair & Executive Director and the Commissioners and translate it into action strategies and plans that implement accountability for racial equity in the city. Like the Commission itself, the Commission’s staff aims to be representative of New Yorkers from all communities and walks of life. Staff will bring an accountability mindset into their work, ensuring that they are collaborating with city agencies and voicing public concerns.

The Problems You’ll Solve

As a member of the team, you will provide support that enables the Commission to successfully carry out critical compliance work and larger transformational change for the racial justice ballot measures approved by NYC voters.

The Senior Compliance Associate will be responsible for all matters pertaining to Equal Employment Opportunity, along with language access, disability access, and records management. This role reports directly to the Director of Operations and Administration. Duties include but are not limited to:

Across all compliance areas of work

Oversee day-to-day agency compliance across offices

Develop and implement policies and procedures as necessary

Complete all compliance planning and reporting requirements

Maintain case management and database all compliance internal and external databases

Coordinate the training for all CORE staff on practices pertaining to each area of work

Perform any other functions as may be assigned



Area of work: Equal Employment Opportunity

Conduct and/or oversee internal EEO investigations and prepare advisory memos and investigative reports, including recommendations for complaint/issue resolution

Implement EEO policy and procedures as required by law and coordinate all EEO-related training for all staff

Process employee requests for reasonable accommodations and serve as the 55-A program coordinator

Prepare quarterly and annual reports required by the Office of Citywide Equal Employment Opportunity and the Equal Employment Practices Commission



Area of work: Language and Disability Services

Facilitate the delivery of language and disability services by responding to requests, coordinating with internal and external resources, and communicating with stakeholders

Document and maintain records of complaints regarding access to language and disability services

Solicit, evaluate, and incorporate feedback from stakeholders, including community organizations, and respond to public inquiries

Ensure that the agency is in compliance with applicable planning and reporting requirements



Area of work: Record Management

Lead, plan, and manage all aspects of CORE’s records management program

Ensure records creation, maintenance, use, and disposition are in accordance with policy and promote effective records management agency-wide

Liaise with the Department of Records and develop records management reports, manuals, and presentations, as required

Serve as technical expert and provide training to staff on records management matters


About You

Commitment to racial equity and social justice

Experience in project planning, reporting, prioritization, and budgeting

Experience in Employment Opportunity, Human Resources, and Quality and Compliance and serving in an accountability or oversight body is a plus.

Experience working with or living within communities facing historical oppression

Educational or professional background in law, social service, education, housing, public administration, public policy, public health, ethnic studies, political economy, or a satisfactory equivalent

Strategic and critical thinking capacity with an ability to identify innovative solutions.

Demonstrated ability to work effectively with diverse partners and stakeholders.

Ability to take initiative, prioritize duties, pay close attention to detail, prioritize tasks, and meet specific deadlines.

Excellent writing, analytical, critical, editing, and communications skills

Demonstrated ability to develop practical solutions to broad, complex issues with minimal oversight

Experience in collecting and working with data from government agencies.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in Equal Employment Opportunity, Human Resources, and Quality and Compliance activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Salary

The Commission on Racial Equity’s compensation package includes a market competitive salary and exceptional benefits. Our cash compensation range for this role is $60,889.00 – $94,521.00. Final offers may vary from the amount listed based on candidate experience, expertise, and other factors.
