The Bureau of Civil Service Administration drives change across the City, supporting projects and citywide efforts to achieve operational excellence and oversees the Citywide Personnel Policy (CPP) and the Classification and Compensation (C&C) Units.
The CPP Unit performs critical policy related analytical work for Human Capital. The unit is responsible for providing policy interpretations on behalf of DCAS and is a resource for HR departments across city agencies in handling highly sensitive employee issues relating to human resources policy, time and leave regulations, leaves of absence, absence control and other personnel issues.
The C&C Unit is responsible for the title portfolio of the Classified Service of the City of New York, creates and modifies civil service titles, including the description of essential duties and qualification requirements to perform essential work functions in all City agencies, and advises and liaises with all City agencies concerning classification and compensation issues.
The Bureau of Civil Service Administration (CSA) seeks to hire one (1) Special Examiner (DCAS) to support the Chief Policy Advisor/Assistant Commissioner. The selected candidate's responsibilities will include, but not be limited, to the following:
- Work with Chief Policy Advisor to create a knowledge base pertaining to civil service, human resources, and other related laws, rules and regulations, and policies.
- Categorize documents by major topic area and then sub-topic including links to relevant laws, rules and regulations, and policy documents.
- Evaluate policy and legal interpretations to determine best way to add to the knowledge base.
- Create question and answer documents from the material in the knowledge base.
- Strategize with Chief Policy Advisor on ways to share the information with stakeholders.
