Project Control Manager

Overview

As Manager of Project Control, you will play a crucial role in establishing and guiding the Project Control function within the agency. Your primary responsibility will be to apply advanced technical and management knowledge to develop a compelling business case justifying the creation of the Project Control function. This function is vital for the overseeing large capital programs with significant scope, size, and complexity. Collaborating with the Procurement and Contracts Manager and Disadvantaged Business Enterprise Liaison Officer, you will serve as the Subject Matter Expert on project schedules, cost estimates, and budgeting. Your role involves providing support and guidance to project managers in contract administration to ensure compliance with procurement policies and procedures while minimizing costs. 

Essential Duties

  • Develop and administer Project Control policies and procedures for effective management and control of cost, contingency, change, and procurement in capital programs.  Ensure seamless integration of Project Control with financial, contract, and project management.  Guarantee consistent interpretation and application of processes, policies, and practices, while ensuring compliance with relevant laws and regulations.
  • Oversee, prepare, and review cost estimates, budgets, and reports, documenting planned versus actual budget performance.  Conduct and interpret earned value, monitor trends, and prepare cost forecasts on a daily and monthly basis.
  • Provide technical and expert support to project managers in developing baseline cost estimates and schedules.  Ensure full integration of scope, schedule, costs, risk, and resources.  Control changes to projects and contracts through formalized change control procedures.
  • Support the Project Manager in overseeing consultants and related project contractors, ensuring quality work products and timelines.
  • Support project managers using scheduling techniques to develop and maintain accurate costs and schedules.  Review contractor monthly schedule submissions and prepare or review reports.
  • Assist in developing and implementing integrated program management and control tools, techniques, and methods.  Support project managers in maintaining the project risk register.  Review the risk register with major stakeholders and convey mitigation plans to appropriate risk managers on an annual basis.
  • Provide training, outreach, and change management communication to department project managers, customers, and partners to successfully establish the Project Control function.
  • Perform other duties of a similar nature or level.

Requirements

Minimum Qualifications

  • 8 years of experience in project coordination and project control functions. A bachelor's degree in engineering, construction management, or a closely related field may substitute for 3 years of experience.
  • Professional experience with project management software like MS Project.

An equivalent combination of education and experience to successfully perform the job duties is also accepted.

 

Preferred Qualifications

  • Certified Cost Professional (CCP) by the Association for the Advancement of Cost Engineering International (AACEI).
  • Project control experience with transit, engineering design, and construction project management.
  • Proficiency with Project Portfolio Management (PPM) software.
  • Budget administration and analysis, contract administration, financial data analysis and reporting.
  • Experience with construction project delivery methods and monitoring work products of consultants and related project contractors.

Working Conditions

Hybrid telework may be available.  Availability is at management discretion and may not be available for this position based on the nature of the work.  Work is performed in an office environment and requires the use of office equipment and technology.  You will be required to move throughout and between different office buildings and may need to complete tasks in noisy environments.  You may also be required to lift and carry materials up to 10 pounds occasionally.

  • Employees (and their families) are covered by medical, dental, vision, basic life and disability insurance.
  • Employees participate in the Public Employees Retirement System (PERS) and have the option to enroll in the agency’s deferred compensation plan.
  • In addition to WA Paid Sick Leave, employees in this position, accrue of 24 days of Paid Time off (192 hours) in their first year and ten (10) paid holidays throughout the calendar year.
