Cooper Moss Rutland offers an exciting opportunity for a Programme Controls Manager to join our dynamic team. Be a part of shaping our future, supporting the delivery of substantial investment plans to develop and enhance infrastructure and facilities. This role will be working within the Civils Works Programme (CWP) on one of the UK's largest infrastructure projects.
The Programme Controls Manager will play a key role in CMR’s future, providing functional ownership for all Programme Controls across multi-billion-pound sub-programmes. Responsibilities include the ownership, deployment, and continuous improvement of all Project Controls elements, ensuring efficient operations within the client’s governance structure. The candidate will drive innovation, support Project Controls activities being ‘Digital by Default’, and work with multi-discipline teams and senior leadership to ensure effective delivery.

🔹 You’ll
· Day-to-day management of the sub-programme Project Controls Team of Schedule, Risk, Cost, Change & Reporting & Insights within the CWP, and collaboration and assurance of the CWA programme controls activities in relation to the sub-programmes.
· Support the Head of Civils Works PMO in delivering exemplar Project Controls that is referenced by industry bodies and other major programmes as world-class.
· Implement best practice principles to provide integrated project controls, including Schedule Management, Cost Management, Risk Management, Baseline and Change Management, and Reporting & Insights.
· Support the functional Project Controls leads in the development, implementation, and maintenance of Integrated Project Controls processes.
· Support with tasks directed by the Head of Civils Works PMO, and the ability to deputise at key project meetings.
🔹 We’re looking for:
Essential
· Degree or equivalent qualification in business analysis, accounting, finance, construction, engineering, project management, or related technical field.
· A track record of working as a Project Controls Director on large and complex infrastructure projects.
· Experience of working within multiple Project Controls Functions: cost control, estimating, scheduling, change management, and risk management.
· Detailed understanding of earned value analysis.
· Experience of successfully managing a team in a matrix structure on a project.
Desirable
· Active membership of AACE, PMI, APM, or similar association with association certifications.
· User of a range of reporting and analytics software and project controls systems, particularly Power BI.
· Understanding of various contract types, in particular the NEC suite and FIDIC.
· Experience in the Nuclear sector.
