Job Description

As a Technical Proposal Writer, you will play a critical role in the business development process by creating compelling, compliant, and client-focused proposals in response to RFPs, RFQs, IFBs, and other solicitation requests. You will collaborate closely with technical teams to gather information, develop narratives, and ensure all proposals reflect DCS’s mission of excellence.

This role requires attention to detail, the ability to meet tight deadlines, and exceptional written communication skills.

Major Duties and Responsibilities:

  • Analyze solicitation requirements to develop compliant and compelling proposals.
  • Write and edit proposals that reflect technical accuracy and align with DCS’s branding and mission.
  • Collaborate with subject matter experts (SMEs) to gather technical data and project details.
  • Organize and format proposals to meet submission guidelines.
  • Ensure all proposals highlight DCS’s value proposition, win themes, and competitive strengths.
  • Stay updated on industry trends, regulatory guidelines, and client requirements.
  • Provide support for oral presentations, storyboards, and other proposal-related materials.

Qualifications

Education:

  • Bachelor’s degree in English, Communications, or a related field preferred.

Experience:

  • 3+ years of experience in proposal or technical writing, preferably in infrastructure, transportation, or environmental services.
  • Experience writing for State, Federal or Local government proposals preferred.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint)

Skills:

  • Strong analytical and research skills with the ability to translate technical concepts into clear, persuasive narratives.
  • Exceptional attention to detail and time-management skills.
  • Ability to work both independently and as part of a team.
  • Familiarity with proposal compliance and government contracting processes.

Pay Range: $65,000–$95,000 annually (based on experience)
