HR Specialist - Learning & Development

Envision Employment Solutions is currently looking for an HR Specialist – Learning & Development for one of our partners, a global leader in the chemical industry field.

Job Summary:

The Specialist – Learning & Development will play a pivotal role in supporting the design and implementation of Learning & Development processes, initiatives and programs that align with the company's overall business and learning objectives. The incumbent will drive end to end systems, processes, experience, innovation, and continuous improvement for different areas of Learning.

This position will report to the Head of Talent CoE.

Responsibilities:

  • Learning & Development Process Design and Execution:
  • Support the execution of overall learning strategy and oversee implementation of best practices in learning design, delivery and effectiveness to enhance the learner experience.
  • Assist in developing a comprehensive learning catalogue and learning programs that aligns with the company's values, strategic objectives and industry compliance.
  • Develop and maintain a structured curriculum for various roles and career paths within the organization and update regularly to meet evolving business and industry needs.
  • Support career development programs and initiatives, such as leadership development and individual development plans.
  • Leverage learning management systems (LMS) and other technologies to deliver seamless learning experience.
  • Collaborate with business stakeholders in assessing learning needs.
  • Manage the learning and development budget, ensuring efficient use of resources.

  • Process Improvement:
  • Support in defining and communicating the vision and strategy for learning and development.
  • Proactively identify opportunities for ongoing enhancements and adjustments across process areas.
  • Develop initiatives to enhance learning effectiveness. Analyze training feedback and implement action plans to address areas of improvement.
  • Work closely with relevant teams to implement approved process changes and improvements.

  • Bachelor’s degree in human resources, Business Administration, or a related field.
  • Master’s degree in human resources is a plus.
  • Proven experience of at least 3+ years in Learning and Development in a CoE or Specialist role.
  • In depth knowledge across learning and development processes.
  • Understanding of local laws and regulations.
  • Proficiency and working knowledge in HR systems such as SuccessFactors, Oracle, Workday or equivalent technology solutions.
  • Experience in end-to-end learning and development process, program and service design and proficiency in using HR  tools.
  • Excellent written and verbal Arabic and English language proficiency 

  • Skills:
  • Scope of work: Strong understanding, experience and working knowledge in different areas of learning and development including learning needs assessment, learning design and delivery, learning effectiveness analysis, etc.
  • Process Expertise: Deep understanding of end to end learning and development processes. Ability to develop and implement processes, programs and services based on industry leading and business needs.
  • Continuous Improvement: Ability to identify and drive process, program and service improvement opportunities leading to optimization, simplification, standardization, and improved business outcomes.
  • Technology Proficiency: Understanding of HRIS platforms and other learning technology solutions and leveraging these to deliver designed functional processes.
  • Adaptability and Agility: An adaptable and agile mindset towards continuous improvement to keep up with evolving processes and technology.
  • Analytical Ability: Strong analytical skills and ability to understand, interpret and analyze internal and external data to predict trends.
  • Collaboration: Ability to work closely with team members, management, senior leadership and cross-functional teams.
  • Communication and Presentation Skills: Excellent verbal and written communication skills in Arabic and English. Ability to articulate and present complex information in a concise and concise manner.
