Looking for a Manager of Licensing and PermittingSummaryOversees all radioactive material licenses, performance assessment efforts, RCRA Permits, and any amendments or modifications to them, and assists with all other regulatory matters associated with the company's licenses and permits. This position is the primary interface and contact for the Texas Low Level Radioactive Waste Disposal Compact Commission regarding all Import and Export Applications as well as all reporting or coordination for Commission meetings. Assures all license and permit reporting, systems, and documentation comply with the regulatory requirements.Essential Duties and Responsibilities include the following (Other duties may be assigned):- Directs and develops the content and format for licensing and permitting submissions and amendments to TCEQ, DSHS, or the NRC as needed.- Coordinates with senior management to advise them on the development and implementation of licensing strategy, potential areas of concern, and new government/regulatory developments at the state and federal level.- Negotiates directly with licensing authorities regarding company's filings.- Directs and manages all licensing and permitting activities, processes, and initiatives and provides technical support and input for all licensing and procedure related activities to all departments. Is the licensing and regulatory authority for the company over the performance assessment and manages all updates and work activity associated with it.- Reviews proposed rulemakings and regulatory publications to keep apprised of new regulatory developments, and provides technical support for the Part 61, rulemakings, or other appropriate initiatives at the state and federal levels.- Obtains necessary regulatory authorizations to conduct company operations in support of desired business opportunities including licenses, amendments, procedural/plans, or regulatory changes.- Reviews and verifies the accuracy of data sent to licensing authorities.- Manages direct reports and coordinates with other departments to ensure operational procedures are tracked through creation, review, editing, and regulatory approval, as applicable.- Establishes policies to ensure the company complies with applicable regulations and licensesTechnical ExperienceMust have demonstrated experience to solve complex regulatory issues. Experience in licensing and permitting, and/or operations involving the storage of Spent Nuclear Fuel are highly desired. A comprehensive understanding and experience in assessing the public health and environmental impacts associated with disposal of Low-Level Radioactive Waste and storage of SNF is also highly desirable.Supervisory ResponsibilitiesDirectly supervises employees in the Licensing and Permitting Department consisting of compliance specialists. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.QualificationsTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Degree in a Science, Engineering, or an appropriate related field and a minimum of ten (10) years’ experience in the nuclear industry, waste disposal, and/or in a regulatory oversight role.Language SkillsAbility to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.Mathematical SkillsAbility to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.Reasoning AbilityAbility to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.Computer SkillsTo perform this job successfully, an individual should have knowledge of Database software; Development software; Internet software; Project Management software; Spreadsheet software, and Word Processing software.Certificates, Licenses, RegistrationsN/AOther Skills and AbilitiesDemonstrated in-depth knowledge of nuclear regulations; exercising sound judgment; strong interpersonal and communication skills are required.
