You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-9 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade (GS-7) level in the normal progression in the Federal service. Specialized experience for this position includes: Experience using established techniques, methods, sources, and procedures for collecting, analyzing, and documenting technical data from a variety of sources to evaluate their effectiveness and/or efficiency. Experience retrieving information from a variety of systems/ applications, consolidating and standardizing the data, and reporting findings to higher levels. Experience assisting with broad and complex projects, problems, or critical issues; planning and organizing work, and communicating factual and procedural information clearly, verbally and in writing.
OR
You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
Two (2) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
LL.B or JD in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
You may qualify with at least one (1) year of combined education and experience as defined above.
SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade (GS-9) level in the normal progression in the Federal service. Specialized experience for this position includes: Basic knowledge of metadata policies and standards to evaluate, select, and adapt precedents to meet specialized information requirements as the data requires. Knowledge of techniques, methods, and procedures for collecting metadata to gather, interpret, and document technical data from a variety of sources. Experience retrieving metadata on a variety of databases, analyzing facts and reporting them logically and clearly, and identifying interrelationships, providing analyses, and reporting findings to higher levels. Basic knowledge of computer applications is required to compare multiple years of metadata as well as to review and update written documentation. Experience assisting in developing internal control metrics, dashboards, visualizations, and reports from information systems, and planning and executing complex projects, problems, or critical issues. Experience planning and organizing work, and communicating factual and procedural information clearly, verbally and in writing.

You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
Three (3) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
LL.M. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR

SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade (GS-11) level in the normal progression in the Federal service. Specialized experience for this position includes: Experience utilizing advanced knowledge of metadata policies and standards to evaluate, select, and adapt precedents to meet specialized information requirements as the data requires. Knowledge of techniques, methods, and procedures for collecting metadata to gather, interpret, and document technical data from a variety of sources. Experience retrieving and analyzing metadata from a variety of systems and databases, identifying interrelationships, analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, and identifying actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Knowledge of computer applications is required to compare multiple years of metadata as well as to review and update written documentation. Experience developing internal control metrics, dashboards, visualizations, and reports from authoritative information systems to guide organization performance based on authoritative data notations and definitions; planning and overseeing broad and complex projects, problems, or critical issues; planning and organizing work, and communicating factual and procedural information clearly, verbally and in writing.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
