This recruitment is only open to current Career Service King County Metro employees who have passed their initial probationary period.King County Metro Transit has an exciting Special Duty Assignment (SDA) opportunity for a Senior Talent Advisor (Senior HR Analyst) to help us lead, recruit, and hire a talented, diverse workforce to meet the current and future needs of our growing and changing organization.In this role, you will lead a team of Talent Advisors and work to improve our processes to support our skilled trades/crafts; professional/technical and/or leadership/support/administration hiring, promote King County Metro as an employer-of-choice, analyze compensation/classification issues, interpret Metro’s 13 Collective Bargaining Agreements and the Coalition Labor Agreement, and help other team members with strategy and implementation on a variety of recruitment and employment-related processes.Our ideal candidate has effective recruiting skills and knowledge, a customer focus, experience with recruiting in a growing, fast-paced organization, and a desire to be a collaborative leader.This SDA opportunity supports our Talent Advising team. This recruitment will be used to fill one (1) Special Duty Assignment (SDA) Senior Human Resource Analyst vacancy that is expected to last up to one year with the possibility of extension. This recruitment creates an eligibility pool to fill future Special Duty Assignments that may occur in this classification in the next year. You will:• Be a Talent Advisor – carry your own recruiting load, solving problems and influencing outcomes both with your customers and within talent acquisition.• Lead a team of Talent Advisors – mentor, coach, and review their work for accuracy and completeness; and advise on contracts and salary setting.• Create legendary candidate experiences – provide amazing customer service and communicate effectively and consistently with candidates.• Be innovative in sourcing and assessment strategies for our organization.You will accomplish this by:• Managing and performing full-cycle recruitment processes for leadership and hard-to-fill positions. Working collaboratively with leadership, hiring managers, and other human resources staff. Interpreting contracts and advising on setting pay.• Engaging with and sourcing applicants through online social media, community contacts, and networking events. Creating systems to build a pipeline of diverse, competitive talent.• Fostering positive relationships among labor team members while demonstrating expertise in conflict resolution, actively working to de-escalate challenging situations that may arise.• Applying reporting and analytics tools to track metrics and support ongoing efforts for continuous improvement in recruitment processes.• Promoting King County as an Employer-of-Choice. Generate diverse applicant pools in support of Equity and Social Justice Goals through outreach and sourcing.• Developing and administering competency and merit-based selection materials including recruitment plans, job announcements, job-related exams, interview questions, and related rating criteria.• Establishing priorities for managing work for your team and yourself while staying on a focused, efficient path toward achieving results.• Optimizing the recruitment processes by contributing innovative ideas and recommending efficiencies.• Establishing relationships with both hiring managers and candidates to be a trusted advisor delivering outstanding customer service throughout the hiring process.• Generate diverse applicant pools in support of Equity and Social Justice Goals.• Developing and implementing Standard Operating Procedures (SOPs) to streamline and standardize processes.We'd love to hear from people with:• Minimum of three (3) years of human resources experience in managing full cycle recruitment workload efficiently and effectively OR any equivalent knowledge, skills, and experience that provide the ability to perform the core competencies of the position.• Experience with contract interpretation and pay setting.• Experience working with multiple collective bargaining agreements to ensure compliance with rules and regulations.• High level of customer service to all levels of employees and external customers and candidates.• Experience leading people or projects and a desire to grow your skills in this area.• Experience in providing consultative advice to managers.• Demonstrated skill at working collaboratively, creating relationships, building trust and rapport with a diverse group of people and professionals of different levels.• Ability to build a genuine collaborative and consultative style in their approach to their work. Build and understand the importance of building effective relationships with customers, team members, hiring managers, and other staff.• Excellent interpersonal skills and is very politically savvy. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek (normally 8:00 a.m. to 5:00 p.m., Monday through Friday). Occasional non-standard work hours may be required to attend events, job fairs, etc.Work Location:The incumbent will have a hybrid work schedule and may work remotely and onsite. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104.Teleworking Requirement:The work associated with this position is currently being performed in a hybrid fashion including teleworking, complemented with onsite work and meetings as needed. Frequency of onsite work will vary based on business and operational needs. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.King County has a robust collection of tools and resources to support working remotely.
