The Director of Accounting reports directly to the Chief Financial Officer (CFO) and is responsible for the organization’s accounting operations, financial reporting, annual budgeting, and internal controls and policies. Will provide oversight for accounting operations and the outsourced revenue cycle management (RCM) relationship, including establishing and implementing short- and long-term department goals and objectives aligned with the organization’s strategy. Will ensure current and future strategies support adequate cash flow and manage the overall financial health of the company. Responsible for recruiting, training, supervising/mentoring, and evaluating departmental staff.

Essential Functions:- Develop and maintain internal accounting policies and procedures as well as organizational adherence to Generally Accepted Accounting Principles (GAAP) and/or other accounting standards. Assess and improve internal controls. Enacts controls to ensure materially correct financial reporting, safeguarding of assets, and compliance with applicable regulatory rules.
- Ensure integrity of the General Ledger (GL), including but not limited to developing, documenting and monitoring indirect cost allocations, supervising the Accounts Payable, Accounts Receivable and Payroll functions, and aging of accounts and grant billings. Coordinates with RCM team for reporting patient accounts receivable, responsible for proposing write-offs and reversals as needed.
- Oversee accounting team members; review accounting reports, ledgers, and datasets for accuracy; provide information to other departments; keep up with industry standards and best practices to support innovation. Ensure that retention and disaster recovery plans are in place for financial and other mission critical records. Maintain the organization’s inventory of fixed assets.
- Oversee the preparation and analysis of financial statements. Produce and analyze monthly and annual projections and other accounting metrics for reporting and presentation to senior leadership. Lead cross-department teams in developing process changes that enhance accuracy and communication of financial data across departments
- Oversee the financial planning and budgeting process. Lead the annual budget process by coordinating with various departments on developing and preparing budgets that rely on documented assumptions. Provide variance, trend and other analyses together with financial data to support budget development.
- Lead the annual audit. Coordinate the audit processes in an efficient manner communicating the organization’s accounting treatment and reporting procedures, and tax and internal control processes. Implement changes as needed per audit results.
- Oversee revenue cycle management (RCM) relationships, monitoring timeliness and effectiveness of activities, ensuring that outstanding patient accounts and accounts receivables are no more than the agreed upon limit and that bad debt is within budgeted target.
- Establish and implement policies and controls for cash management and reserves that ensure adequate and reliable cash flow to meet organization needs, assures reconciliation of all cash and investment accounts, and monitors and reports on cash and reserves.
- Negotiate, maintain and monitor banking relationships and agreements (accounts, lockbox, credit cards, etc.). Negotiate and manage contracts for revenue cycle management, payroll, credit card transactions, auditors and other finance-related vendors. Ensure business partners provide quality work in a timely manner.
- Responsible for tracking key performance indicators. Maintain compliance with PPFA financial accreditation standards and other applicable standards. Implement strategies to meet standards when out of compliance.
- Mentor board members and staff on financial literacy (e.g. develop trainings for non-Finance staff and Board members on use of financial statements and GL reports; educate departmental managers on issues impacting their budgets, etc.). Maintains good working relationships with other management staff, and work cooperatively on interdepartmental tasks.
- Review and evaluate the performance of the team, on regular and periodic basis, and ensure that the overall performance of the team is aligned with organizational and departmental goals and objectives.
- Ensure that HIPAA notice of privacy practices is on display, if applicable. Ensure that records are stored securely and handled in compliance with HIPAA privacy and security regulations, if applicable. Implement state and federal regulations on clinic records management. Arrange for HIPAA, OSHA and risk seminars in conjunction with Human Resources.

Education and Experience:- Any combination of education and experience providing the required skill and knowledge for successful performance would be qualifying. Typical qualifications would be equivalent to:
- 1. Bachelor’s degree in Accounting or Business required.
- 2. Master’s degree in Accounting or Business Administration and/or CPA preferred.
- 3. Not-for-Profit experience highly preferred.
- 4. Healthcare experience also preferred.
- 5. Five years of leadership experience of an accounting team.
- 6. Knowledge of Abila MIP and/or Sage Intaact financial systems
- 7. Proven record of building and managing accounting teams.
- Licenses: Possession of a valid Maryland motor vehicle operator’s license and willingness to use personal vehicle in the course of employment.
- Desirable Qualifications: Possession of a Certified Public Accountant (CPA) preferred.
- Physical Demand: Must be able to sit, stand, walk, present, read, and endure repetitive motion for extended periods over the course of the work day. Ability to lift 25 pounds for the occasional need.
- Mental Demand: Use of acquired knowledge and experience, problem solving skills, organizational skills, judgment and tact. Must be able to function efficiently in a fast-paced environment despite distractions and interruptions.

$140,000 - $150,000 a year
