Serves as Chief Fiscal Officer for the Illinois Department of Early Childhood:• Acts as a policy-making official.• Oversees, directs, and controls the Department’s budget preparations and controls allocation of expenditures.• Formulates, develops and implements agency policies and procedures for all Department fiscal policy, planning, management and reporting.• Participates in planning and programming agency activities mandated by legislation, regulations, and the Secretary.• Commits the department, Secretary, Assistant Secretary, and Chief Financial Officer and the Division to specific courses of action.• Confers with the Secretary and administrative staff on feasibility of recommended polices.• Interprets new legislation and administrative policies and procedures.• Manages the Department’s audit response including biennial external Compliance Audit, internal audit, and area audits.25% 2 Develops, organizes, executes complex, sensitive, and technical operations relating to the development and administration of financial policies and procedures for the agency:• Directs and serves as expert technical and financial resource for the development and administration of the financial aspects of programs administered by the Department.• Reviews and approves financial program and policy recommendations, operational standards, and program goals and objectives.• Confers with Secretary on current fiscal year operations budget as well as long term strategic planning.• Establishes and monitors adherence to budget priorities.• Approves and evaluates projected outcomes and timelines.15% 3. Serves as spokesperson representing the Secretary and the Department with Governor Office of Management ’s and Budget (GOMB), the Auditor General, Comptroller's Office and the General Assembly regarding all aspects of the budget including defending and explaining the Department’s budget and allocation of resources; participates in meetings and conferences and testifies at legislative appropriation hearings; confers with the public, legislators and governmental officials regarding the Department’s fiscal statutes, policies and procedures.10% 4. Directs, oversees, reviews and evaluates the operations and activities of the procurement section:• Through subordinate managers, directs, coordinates and reviews new and existing programs, operations and functions of procurement.• Confers with the Secretary and General Counsel in the provision of advice and counsel for actions relating to board procurement and functions.• Works with CMS Bureau of Strategic Sourcing (BOSS) to ensure compliance with all procurement policies.• Directs staff in review and analysis of departmental programs to assure policy objectives are met.20% 5 Serves as full line supervisor:• Assigns and reviews work.• Provides guidance and training to assigned staff.• Counsels staff regarding work performance.• Reassigns staff to meet day-to-day operating needs.• Establishes annual goals and objectives.• Approves time off.• Adjusts first level grievances.• Effectively recommends and imposes discipline, up to and including discharge.• Prepares and signs performance.5% Performs other duties for the Secretary as required or assigned which are reasonably within the scope of the duties enumerated above.Minimum Qualifications1. Requires the completion of four years of college, with courses in accounting, governmental accounting, auditing, and finance.2. Requires five years of progressively responsible accounting and/or financial management experience in the private sector or governmental setting.3.Preferred Qualifications1. Prefer three (3) to five (5) years’ experience in governmental accounting, budgeting, procurement and State of Illinois processes, rules and procedures.2. Ability to clearly communicate ideas, methods, and principles, both verbally and in writing.3. Ability to develop, implement and evaluate new and revised methods, procedures and performance standards.4. Three (3) years of professional experience making decisions involving significant amounts of money and justifying/supporting those decisions.5. Three (3) years of professional experience developing and managing a major agency, public, or private organization program.6. Ability to exercise judgement and discretion in developing, implementing and interpreting departmental policies and procedures.7. Ability to develop and maintain cooperative working relationships.8. Master’s degree in business or public administration.CONDITIONS OF EMPLOYMENT1. Requires the ability to pass a background check.2. Requires the ability to travel in the performance of duties, with overnight stays as appropriate.3.
