Preston StreetBaltimore, MDMain Purpose of JobThe main purpose of this position is to assist the Department of General Services (DGS) in meeting the requirements of the Maryland State Finance and Procurement Annotated Code Articles 14201, 14301, 14501 and 14601 and the Code of Maryland Regulations (COMAR) 21.11.01, 21.11.03 and 21.11.13, which includes all statutory, regulatory and policy requirements of the Small Business Reserve (SBR), Minority Business Enterprise (MBE) and Veteran-owned Small Business Enterprise (VSBE) programs. This position serves as a senior member on the Compliance team within the Reporting Unit of the Policy, Procurement Review and Training (PPRT) Bureau of the Office of State Procurement (OSP). This position has a key role in the Agency’s mandatory reporting to the Governor’s Office of Small, Minority, and Woman Business Affairs (GOSBA) and the Board of Public Works (BPW).POSITION DUTIESContract Monitoring And ComplianceThe Compliance Officer plays a critical role in ensuring that State contracts meet diversity and inclusion goals, and that MBE and VSBE businesses have opportunities to participate in State projects. This position is responsible for overseeing MBE and VSBE compliance throughout the entire lifecycle of a project. Key duties include:• Tracking and monitoring MBE and VSBE subcontractor compliance.• Analyzing monthly reports from prime contractors and subcontractors.• Maintaining relationships with MBEs and VSBEs.• Inputting data into state information systems.• Evaluating goal achievement and recommending corrective actions.• Investigating prompt payment issues and addressing non-compliance.• Providing guidance on corrective actions.Bid And Proposal Review• Reviewing bid/proposal documentation for MBE and VSBE commitments or waiver requests.• Ensuring compliance with state procurement laws, regulations, and policies.• Advising procurement officers on questionable content and waiver requests.Pre-Bid/Proposal Conferences And Training• Conducting virtual pre-bid/proposal conferences to explain MBE and VSBE goals.• Attending contract award kick-off meetings to instruct prime contractors and subcontractors.• Keeping abreast of changes in MBE, VSBE, and SBR laws, regulations, and policies.Administrative Support• Reviewing and auditing payment entries for accuracy.• Assisting with preparing back-up documentation for BPW agenda submissions.• Attending GOSBA meetings and training sessions.• Assisting with special projects as assigned.Minimum QualificationsEducation : Graduation from an accredited high school or possession of a high school equivalency certificate.Experience : Four years of administrative staff or professional work.Notes• Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.• Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.• Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.• Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.Desired Or Preferred QualificationsStrong preference will be given to applicants who possess the following preferred qualification(s) . Include clear and specific information on your application regarding all qualifications.• Experience in a leadership role leading compliance initiatives.• Strong ability to analyze data and regulations.• Demonstrated ability to identify compliance issues and propose effective solutions.• Experience in compliance, risk management, or a related field.• Bachelor’s degree in Business Administration, Finance, Law, or a related field.LICENSES, REGISTRATIONS AND CERTIFICATIONSEmployees in this classification may be assigned duties which require the operation of a motor vehicle.
