This position is located at the Raleigh Regional Employment Office (RREO) in Raleigh, NC (Wake County). This position serves as... the Lead HR Payroll Specialist. As a Payroll Specialist Lead Worker, this position oversees two HR Tech. I/Payroll Specialist positions, providing guidance and assistance as needed. Position has significant knowledge of the OSC Integrated HR Payroll System (formerly Beacon) and provides salary administration for various classes. In addition to regular payroll processing and approval of personnel actions, position generates monthly payroll reports and audits actions as necessary. Responds to monthly error reports for the office, troubleshooting and taking appropriate corrective action to ensure all payroll issues are resolved prior to payroll deadline. Position is regularly responding to various data inquiring from management and is involved in various special projects. Position approves and processes large volumes of actions in an accurate and timely manner in order to meet payroll deadlines. Normal business hours are 8am-5pm.Must be able to travel overnight and work overtime as needed.

The salary grade for this position is NC07. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.
Salary Grade: NC07 Salary Range: $34,936-$61,137

To qualify for this position, applicants must document on the application that they possess ALL of the following:
Experience using the State of North Carolina’s OSC Integrated Human Resources Payroll Information System (BEACON) to view and/or maintain employee data in SAP. (SAP does not include Employee Self Service- ESS and LMS)
Experience with being a lead worker and overseeing others work.
Must be able to travel overnight and work overtime as needed.
Associate s degree, typically in Human Resources or relevant field from an appropriately accredited institution and 1 year of experience required; or 2 years of progressive experience in Human Resources; or equivalent combination or education and experience.

Per NC General Statute 143B-972.1 (Download PDF reader), applicants hired into a position certified as a criminal justice officer or justice officer are required to electronically submit fingerprints to the NC State Bureau of Investigation for a state and national criminal history record check and enrollment in the FBI’s Next Generation Identification System: Criminal Justice Record of Arrest and Prosecution Background Service (“RAP Back”). This is in addition to submitting fingerprints during the application process.
