For us, that means you are always examining your leadership and practices, no matter what your role, for disparities and areas for improvement.If you are someone who is constantly asking how things can be better, how to ensure we leave nobody at the margins of our work, and enjoys tackling system issues in partnership with those most impacted – this is a job for you!The Continuous Improvement & Performance Measurement Manager (MA5) contributes directly to the agency achieving its mission of strengthening communities by developing, implementing, and maintaining performance management practices for our outcomes-based management system. The incumbent will manage the development of metrics to track and measure agency goals and actions and will ensure metric development complies with best practices. This team member provides high-level consultation and expert advice on the development of measures in line with best practices, and conducts data analysis, while working with data owners to drive results and improve performance. Incumbents provide expert advice and consultation to executive management and internal departments with varying issues and sometimes conflicting interests.Here are some of the important duties you will get to do in this role: Technical Assistance, Training and Consultation• Provides expert advice and consultation to executive leadership regarding performance measurement, metric development and analysis to inform data-driven decision making.• Works with Performance Advisor and Chief Equity & Operations Officer to create and update the Results Commerce program. Designs standard reports for agency performance reviews.• Advise and develop metrics to track and measure accomplishments of the agency goals and actions including the equity, Healthy Environment for All (HEAL) act and Environmental Justice goals.• Ensures measures adhere to best practices and agency requirements prior to implementation. Provides consultation on relevancy, and accuracy of data. As data indicates, recommends adjusting measures to meet best practices.• Makes recommendations regarding highly complex, unprecedented issues involving, performance measurement, process improvement and policy development; or issues involving a broad scope and significant impact on outside agencies, organizations, statewide, and the public.Data analysis, verification, and reporting• Works with data owners to interpret data and create stories. Identifies critical pieces of data to analyze historical data and understand trend analysis as well as basic Statistical Process Control tools, like determining if a process is varying based on normal, "in control" variation.• Responsible for reporting data through GovStat or other systems for Results Washington and Priorities of Government (POG).• Establishes standard Commerce reports, based on agency’s needs.• Conducts data analysis and advises data owners on historical trends, under performance, etc.• Develops and uses data collection system to meet POG, Results Commerce and Results Washington requirements. Serving as the agency representative for business analysis teams or projects with other public entities such as Results Washington concerning business operations on behalf of executive management; and presents findings and recommendations to executive management.Develop and manage agency continuous improvement culture and projects• Facilitate agency level Lean process improvements. Plan, lead, conduct and oversee specialized and complex process improvement studies and assessments leading to program evaluation and operational improvement. Determine project requirements; identify and research data sources; collect, analyze and interpret data; facilitate teams through process improvement projects resulting in recommendations for decision-makers. Implement process improvement solutions.• Provide expert advice and consultation to agency leaders with sometimes conflicting interests and priorities. Facilitate the development and recommendation of effective strategies to help business process owners and customers migrate from current to future processes.Meeting Facilitation• Use Liberating Structures, Design Thinking, Game Stopping and other interactive methods to create engaging meetings helping reach desired meeting outcomes.• Provide expert advice and consultation for in-person, hybrid and virtual meetings. Share knowledge with others in Commerce to help build their skills around facilitation.• Use visualization to create engaging meetings.Experience for both required and desired qualifications can be gained through formal professional employment, volunteer experience, internships/fellowships, or a combination.Required Qualifications:• Nine years total of a combination of formal education, beyond high school equivalence (to include relevant college level coursework, technical and/or vocational education and/or certification programs) and professional experience as described, which could include but are not limited to:• Five years of professional experience conducting business analysis and providing information to agency leaders on matters of organizational performance, developing and using performance measures based on best practices to enable data-driven decision-making and organizational development and a Bachelor's Degree• OR• Nine years of professional experience conducting business analysis and providing information to agency leaders on matters of organizational performance, developing and using performance measures based on best practices to enable data-driven decision-making and organizational development and no formal education.AND• Experience using complex data sets of varied sources and wide ranging topics, and writing and/or presenting concise analytical findings using compelling graphical and narrative communication. Ability to analyze and interpret data, perform trend analysis, and communicate conclusions.• Demonstrated knowledge and experience in leading business and process improvement projects using Lean thinking, tools and techniques, fostering Lean culture development, and applying Lean methods and thinking to daily work and in teams. Demonstrated knowledge and experience in leading, coaching and training employees to apply Lean thinking and methodologies that drive a Lean culturePreferred/Desired Qualifications:• Skill in data visualization to best display data meaning and implications.• Five or more years managing Lean projects, facilitating projects, and development of lean culture.• Design Thinking Certification• Certified Change Management Practitioner (Prosci or similar certification)• Experience or training in project management, especially organizational implementation of new programs• Experience developing and delivering training to both large and small groups.• Intermediate skill level for MS Word, Excel, PowerPoint, SharePoint, Visio, Tableau, Adobe Photoshop and Premiere Pro, and Mural.To be considered for this position the following are needed:• A complete and detailed online application.• A cover letter (enter online).• At least three professional references (enter online).For questions about this recruitment, please contact our recruitment team via email: comrecruitment@commerce.wa.gov - please reference the job number in your message.Work from Anywhere in Washington StateThis position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required.
