Partnering with our communities helps the WSP provide the best in public safety services now and into the future.The Information Technology Division (ITD) exists to leverage technology to enhance and sustain business processes, public safety infrastructure, and statewide emergency communications to facilitate the accomplishment of all agency goals.The Washington Justice Information Systems (WAJIS) is a dedicated section within the Information Technology Division (ITD) devoted to supporting the criminal justice information systems and the business owner, the Criminal Records Division (CRD). The interrelated computer application systems that support the state criminal justice community include the state-wide message switch referred to as ACCESS, the Automated Biometric Identification System (ABIS) which processes criminal and civil fingerprint identifications, Washington State Identification System (WASIS) which is the repository of criminal history, Washington Crime Information Center (WACIC), the law enforcement tracking database for stolen items, warrants, protection orders and other data critical to officer safety. Responsibilities also include Washington Access to the Criminal History (WATCH) - the online criminal history query system and the Personal Identifiable Information Exchange System (PIIES), which is the online portal for secure Criminal History information transmissions.This position supports the criminal history (WASIS) and crime information (WACIC) applications which provide critical data to law enforcement, criminal justice and public audiences. The criminal justice information supported by the W3 team provides crucial information for both officer and public safety concerns. The WAJIS systems and applications supported by this position include all WATCH systems, the OWSOR (Offender Watch Interface) system, the PIIES online portal, the ABIS system, the AOC EDispo interface, and coordination with the ACCESS support team for WACIC related interfaces including OMNIXX and the State Switch.Our new teammate will be able to:• Repairs complex errors in regular system operation, such as data operation failures or system instabilities.• Code, debug, and test SQL code to repair complex issues with data records.• Investigate system issues by identifying and recording issues in coordination with Business Analysts, to provide information for resolution to the vendor.• Provide expert knowledge of expected system behavior to assist in maintaining and altering business requirements and system operation to relay to the vendor or resolve system issues.• Provide expert knowledge of expected system behavior to assist other areas of IT with forecasting impending changes or interim issues.• Create and maintain system process flows for utilization of junior employees as a guide for their work and testing on the system.• Code, debug, and verify complex SQL code in existing reports to meet changing business needs, and develop new application reports to provide data and metrics to stakeholders and customers.• Code, debug, and verify complex SQL queries to provide needed reports and data extracts to support business decision making, customer mission, and system maintenance.• Code, debug, and verify complex SQL queries to extract data from audit logs and system tables to recreate a sequence of events, or determine the point at which a problem occurred during processing.• Code queries to extract data from audit logs and system tables to verify employee activity and performance.• Verify and review junior employees’ SQL code for accuracy, completeness, and issues, and educate them on best practices and new skills as necessary.• Evaluate the scope of the projected change(s) and projects and determine the customer and stakeholder communities impacted by the changing requirements.• Elicit customer requirements and negotiate agreement for the solution across work groups and varying stakeholder communities.• Educate the vendor on the business changes, goals for lean operation and process flow improvement in coordination with Business Analysts to ensure the vendor’s developers understand the business needs, and how the new requirements need to fit in with the existing application architecture.• Coordinate testing new implementations installed by the vendor and Infrastructure Operations teams in coordination with Business Analysts for issues and review testing completed by junior employees.• Document system process flows and functionality in addition to the documentation provided by the vendor.• Navigate creation of required ICDs, data dictionaries, and data requirements in coordination with vendor.Required Qualifications:For Journey:• Bachelor's degree in Computer Science or related field.• Experience in App Support and Development in an enterprise environment may substitute year for year for education.• Two (2) years of journey-level experience (normally attained through 8 years of progressively responsible duties as an IT professional in an enterprise organization).• Two (2) years of experience using SQL to create reports and extract data.For Senior/Specialist:• Bachelor's degree in Computer Science or related field.• Experience in App Support and Development in an enterprise environment may substitute year for year for education.• Three (3) years of journey-level experience (normally attained through 8 years of progressively responsible duties as an IT professional in an enterprise organization).• Four (4) years of experience using SQL to create reports and extract data.Why work for the Washington State Patrol?• A healthy life/work balance by offering flexible schedules and telework options for most positions.• An Infants at Work Program that is based on the long-term health values of infant-parent bonding and breastfeeding newborns.• Continuous growth and development opportunities.• Opportunities to serve your community and make an impact through meaningful work.• Employment opportunities that recognize military veterans and/or military spouse per Governor Executive Order 19-01.• Qualification for the Public Loan Forgiveness Program.NOTE: This is not a full-time telework position.
