In addition to maintaining over 18,000 lane miles of state highway and 4,100 bridges, WSDOT manages the world's longest floating bridge, executes an award-winning Active Transportation Plan, holds a record for the world's widest tunneling project, and operates the largest ferry system in the nation!The OpportunityWSDOT’s HQ Real Estate Service (RES) Office is seeking a talented and responsible real estate professional to serve as the Leasing Specialist who will, with limited supervision, oversee property management transactions on WSDOT–owned properties. In this role, you will focus on writing leases for WSDOT-owned properties primarily related to airspace, ground, trail, facilities, and wireless leases, and cooperative agreements. The successful candidate will be responsible for a wide range of property management duties that require a deep understanding of leasing laws and federal regulations. This position will play an integral role in ensuring compliance with Federal and State regulations, collaborating closely with Regions, the Attorney General’s Office (AGO), and the Federal Highway Administration (FHWA). By administering Electronic Content Management (ECM) reviews and Integrated Regional Information System (IRIS) databases, troubleshooting technical issues, and facilitating communication with contractors and IT staff. Our top candidate will have a solid understanding of the laws and processes related to leasing, disposal, and federal regulations and be able to provide details to others within RES. This position is a key member of HQ RES in implementing short and long-range strategies to meet WSDOT’s mission, vision, and goals and the assigned region/department property management goals.What to ExpectAmong the varied range of responsibilities held within this role, the Leasing Specialist will:• Make daily trips to the Tumwater and Olympia offices to drop off necessary documents.• Initiate, review, coordinate, and conclude property management functions related to the leasing of WSDOT property.• Independently apply technical knowledge to conduct complex and non-complex reviews of statewide lease transactions.• Initiate reviews by, and consult with the AGO, FHWA, and HQ staff to ensure state and federal policy compliance for the approval of leases.• Serve as a liaison between the potential lessee, the AGO, FHWA, and regional staff.• Submit final leases and supporting documentation to the Property Management Program Manager, Region Approving Authority, or other Department Approving Authority for department signature.• Review and modify existing leases through amendments or assignments.• Log incoming checks several days a week, as assigned, and deliver to the Accounting and Financial Services (AFS) Office as needed.QualificationsTo be considered for this opportunity, at least one of the following are required:• One (1) year of experience as a Property and Acquisition Specialist 2 (or its equivalent) providing property management activities on public property or for a governmental agency. OR• Six (6) years of experience in real estate-related fields (must include at least three (3) years of experience in property management activities on public property or for a governmental agency). OR• An associate’s degree and three (3) years of experience in real estate-related fields (must include at least two (2) years of experience in property management activities on public property or for a governmental agency). OR• A bachelor’s degree and two (2) years of experience in property management activities on public property or for a governmental agency.In addition to one of the above, the following are also required:• Knowledge of federal regulations (49 CFR, Part 24), the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended.• Knowledge of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC) relating to acquisition, condemnation, relocation, and property management of real property and property rights, title examination guidelines, and procedures.• Proficient use of computers and computer software (including, but not limited to, Microsoft Word, Microsoft Excel, Microsoft Access, Microsoft Outlook, MS PowerPoint, MS Teams, Adobe, SharePoint, ProjectWise, Web, etc.)• Skills to communicate effectively.• The ability to move and transport maps, archive boxes, files, and other office materials up to 25 pounds.• The ability to obtain a Washington Notary Public.• A valid driver's license with the ability to travel for meetings, training, and work sites, including driving and overnight stays, if necessary.It is preferred that qualified candidates also have:• Proficient use of WSDOT applications (including but limited to SR View, ECM, IRIS, etc.) and WSDOT and local agency websites.• Knowledge of:• Disposal and lease requirements based on current law and WSDOT policy• Real Estate and landlord-tenant laws, including title and eminent domain• Right-of-Way Engineering• An understanding of highway Access control requirements and how to provide the appropriate language required for the transaction.• The ability to interpret and understand WSDOT contract plans including those of other State Agencies.• The ability to interpret right-of-way plans.• To review the full Position Description, please follow the directions in the Contact Us section of this posting.Important Notes• Travel is an expectation of the position and may be required on a regular, sporadic, or as-needed basis.• This recruitment may also be used to fill additional positions per business needs.• In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
