Company Description

The mission of the Texas Water Development Board (TWDB) is to lead the state's efforts in ensuring a secure water future for Texas and its citizens. General Description

Performs moderately complex (journey-level) consultative services and technical assistance work. Work involves entering, compiling, analyzing, and reporting on TWDB’s financial assistance programs and project information maintained within TxWISE, the agency-wide database. Works cross-functionally with interdepartmental teams to gather and analyze data and projects. May perform administrative activities for program staff, government agencies, community organizations, or the general public. Disseminates information, develops and maintains filing systems, and performs data remediation projects. Assists as a backup for other reporting responsibilities within the department. May provide guidance to others. Works under general supervision, with limited latitude for the use of initiative and independent judgment. Reports to the Manager of the Reporting Department.

Essential Job Functions

  • Compiles, reviews and edits data in charts, graphs, and databases, and prepares reports related to the agency’s financial assistance programs.
  • Aids in the coordination, preparation, editing, and distribution of reports, forms, and documents for the Reporting Department.
  • Coordinates and evaluates filing, record-keeping and records management systems.
  • Interprets and evaluates information concerning agency programs and procedures and makes recommendations as appropriate.
  • Responds to requests for information on an ad hoc basis for the Office of Water Supply and Infrastructure, Executive level management, the Agency’s Board Members or their respective staff.
  • Assists departmental counterparts on preparing and entering Clean Water Benefits Reporting (CBR), Drinking Water Projects & Benefits Reporting (PBR), and Federal Financial Accountability and Transparency Act (FFATA) reports.
  • Completes monthly, quarterly, biannual, and annual submission of Federal and State reports covering the Agency’s various financial assistance programs, including Financial Assistance Summary (FAS) reports, and ensures accuracy of the information provided from delegated staff.
  • Supports reporting of state programs and funds progress of goals established in statues, including, but not limited to Texas Water Fund (i.e. WLAF, RWAF).
  • Supports Outreach reporting requirements and assists in special projects.
  • Updates and maintains all existing desktop procedures related to the reporting duties included in their performance plan.
  • Provides data entry and database support for Business Analysts in Technical Systems Oversight (TSO) Team for data organization and quality control as needed, including User Acceptance Testing (UAT).
  • Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
  • Maintains confidential and sensitive information.
  • Maintains required certifications and licenses and meets the continuing education needs and requirements of the position including attending mandatory training courses.
  • May be required to operate a state or personal vehicle for business purposes.
  • Performs other duties as assigned.

 

    Qualifications

    Minimum Qualifications

    • Graduation from an accredited four-year college or university with a bachelors degree in Public/Business Administration, Management Information Systems, Environmental Science, or a related field.
    • Three years progressive work experience with data entry, data validation, government research, or data manipulation.
    • Previous experience and proficient skills with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, OneDrive, etc.).
    • Relevant education and work experience may be substituted for each other on a year-for-year basis.

    Preferred Qualifications

    • Two to three years progressive work experience with database management, medical data entry, monitoring or reporting on the activities of financial assistance programs, working with surveys, grants, or government research.
    • Previous experience with data collection, data validation, data entry, and maintaining multiple reports for multiple programs or projects.
    • Experience and/or education focusing on EPA or Texas Commission on Environmental Quality (TCEQ) rules, regulations or guidelines involving State Revolving Funds Programs.
    • Familiarity of water utilities or wastewater treatment facilities.
    • Previous experience with compliance reports, queries, tables, or spreadsheet management.
    • Experience with or certification in ArcGIS, or other equivalent mapping skills.

    Knowledge, Skills, and Abilities

    • Knowledge of local, state, and federal laws and regulations relevant to the Reporting Department.
    • Knowledge of the principles and practices of public administration.
    • Knowledge of state and federal funding programs.
    • Knowledge of financial systems, word processing, database querying, and spreadsheets.
    • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
    • Skills in identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
    • Skills in using Microsoft Office programs and applications such as Word, Excel, Access and Teams.
    • Skills in use of internet, email, word processing, spreadsheets, presentations, and database software.
    • Skills in interpersonal communication and the ability to interact effectively with diverse groups of customers and stakeholders.
    • Skills in writing detailed procedural documents that are understandable and concise.
    • Ability to implement new administrative systems and procedures and to evaluate their effectiveness.
    • Ability to work accurately in a fast-paced, high-volume setting.
    • Ability to work as a team member and leader in a courteous and effective manner.
    • Ability to adhere to work schedules, follow procedures with respect to leave, and submit accurate timesheets by prescribed deadlines.
    • Ability to make mature, objective decisions and identify areas of potential problems.
    • Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
    • Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision.
    • Ability to perform assigned duties and improve work habits and/or output.
    • Ability to interpret policies, procedures, and regulations.
    • Ability to provide prompt, courteous and accurate assistance and clear and concise communication to internal and external stakeholders both verbally and in writing.
    • Ability to work and cooperate with others in a team environment.
    • Ability to manage multiple tasks effectively in a dependable, organized and productive manner, and schedule work to maintain regular progress on assignments and meet deadlines.
    • Ability to stand/sit/move to perform activities, such as moving or lifting boxes up to 30 pounds.
    • Ability and willingness to travel 10% of the time, primarily within the State of Texas.
    • Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.
    • Ability to work shifts that may exceed 8 hours, including early mornings, nights, and weekends.
    • Ability to train others.
