Job Description

Pay Rate: $140000 to $180000 per year.

Position Purpose: 

Under general direction of the Project Manager, the Operations Supevisor provides guidance and management oversight to the day-to-day operations, maintenance, and repairs of the plant. The incumbent prioritizes and approves work service requests, coordinates maintenance and work related to the project. Ensures treatment processes operate in compliance with state and federal regulations and client quality requirements through monitoring and adjustment of plant’s manual and computerized control systems. Orders chemicals and supplies needed at the facilities and coordinates their delivery. Provides directives to the shift leads to meet production targets. Ensures that the Shift leads and the Operators follow all safety instructions and use the required personal protective equipment (PPE) at all times. Supports the PM and assumes the duties of the PM on an as-needed basis. The incumbent must be available to fill-in for staff when needed and participates in an on-call after hours rotation system and must be available for after-hour support.

This position operates within a state certified plant environment (which is a requirement of our Contract) and is required to comply with all regulatory requirements including the Client’s operating approval. The facility operates on a 24/7 basis.

Primary Duties/Responsibilities: 

  • Reports to the Project Manager and is required to act in this capacity on occasions.
  • This position has up to 16 operators under their direction.
  • Performs hands-on operational duties as well as supervisory duties and may require covering the duties of a Shift lead (e.g. board operation, rounds, etc).
  • May work with Maintenance to troubleshoot equipment and treatment processes.
  • Trains and/or assist in the training of Operators, OITs and assigned staff.
  • Responsible for the performance management of their crew members.
  • May serve as a liaison between Operations and other departments/contractors to complete special projects.
  • The Supervisor will perform, train, and direct the work of the shift leads and operators in the following areas:
  • Equipment and process control adjustments and isolation.
  • Interface with plant computer control system as necessary to perform operations and maintenance duties.
  • Monitor and perform visual inspection of mechanical/electrical equipment & control systems.
  • Monitors chemical feed rates for adjustment as necessary.
  • Reviews documentation such as round sheets, log entries, and cleaning log sheets.
  • Reviews logbook, transfer sheets and maintenance activity report.
  • Review and submit written timesheets for employees under his/her their direction.
  • Establish and communicate to Shift leads Supervisors process control orders and closely monitors to ensure they are properly applied.
  • Monitors chemical quantities and reviews the chemical ordering process to ensure sufficient chemical quantities at all times.
  • Reviews staff scheduling to ensure sufficient coverage at all times.
  • Maintains good and safe working conditions.
  • Develop spreadsheets for tracking daily, weekly and monthly O&M functions and data.
  • Produce written technical and administrative reports on daily, weekly and monthly progress of O&M functions and detailed reviews and reporting of any issues that arise.
  • Ensure confined space entries are documented.
  • Oversee and assists with the LOTO program and safety policies pertaining to Operations.
  • Respond to or coordinate responses to system emergencies.
  • Schedules MF and RO cleanings.
  • Offer input and make recommendations regarding capital improvements, and facility efficiency improvements.
  • Contribute to the implementation and maintenance of the asset management system.
  • Ensure that all safety regulations and policies are adhered to by Operations staff.
  • Review training needs assessments (TNA’s) and safe work plans.
  • All related duties as assigned.
  • The incumbent prioritizes and approves work service requests, coordinates with maintenance on work related to the project and to be able to in turn inform the Shift leads of the maintenance agenda for the day.
  • Works with other departments to ensure that critical equipment to meet compliance and production targets are available to Operations.
  • Ensures treatment processes operate in compliance with state and federal regulations and client quality requirements through frequent monitoring and adjustment of plant’s manual and computerized control systems.
  • Participates in the drafting of and implementation of action plans to resolve operational issues.
  • Works with other departments to ensure processes are optimized.
  • Conducts daily inspections of the site and processes. Leads staff to address items from these inspections.
  • The Supervisor ensures good record keeping, prepares operational reports and log sheets, and provides records for proper storage and review.
  • Responsible for timely communication of operational or compliance issues, as per company’s guidelines.
  • Responsible for ordering and follow-up of the chemical ordering process and ensuring proper collaboration between shifts to ensure that the adequate storage of chemicals is always available.
  • Writes and leads the development of process improvements, updating and revision of Standard Operating Procedures (SOPs), shift instructions, and control strategies.
  • Maintains courteous and effective relationships with the client, customer/end users, plant visitors, vendors, contractors, and co-workers.

Work Environment:

  • While performing the duties of this job, the employee is regularly exposed to outside weather conditions.
  • The noise level in the work environment is usually moderate.
  • The employee may be exposed to odors, silica, dust, fumes, smoke, gases, greases, oils, electrical energy, solvents and vibrations.
  • The employee may work on slippery/uneven surfaces, around machinery with moving parts, moving objects/vehicles, and ladder/scaffolding, below ground and may be exposed to water and other liquid materials.

Qualifications

Education/Experience/Background: 

  • High School Diploma/GED is required.
  • Preference includes Bachelor's degree in Chemistry, Engineering or Environmental Science.
  • Ten (10) years of experience in wastewater/water treatment operations and maintenance with two (2) years or more in a supervisor capacity.

Knowledge/Skills/Abilities: 

  • Supervisory experience.
  • Knowledge of the principles and practices of wastewater treatment and/or water treatment plant operations.
  • Knowledge of and ability to utilize the materials, methods, tools used in the construction, maintenance and operation of wastewater or water treatment systems.
  • Knowledge of the laws and regulations relating to wastewater or water system operations.
  • Knowledge of general operating targets, permits, permit limits and compliance documents.
  • Knowledge and ability to analyze data to quickly make decisions.
  • Knowledge of and ability to perform standard laboratory sampling and testing.
  • Available for the on-call afterhours rotation system and to respond to emergencies as needed.
  • Ability to write and type reports, business correspondence, procedure manuals and/or SOPs.
  • Ability to apply mathematical operations to such tasks as: chemical dosing, flow calculations, pipe or tank capacity, etc.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret technical instructions pertaining to Operations of the facilities, treatment processes and ancillary support systems.
  • Proficient in MS Outlook, MS Word, MS Excel, MS PowerPoint.

Required Certification/Licenses/Training: 

  • Required to obtain State Water Resources Control Board Grade IV in Wastewater Treatment within 18 months
  • Valid California Driver’s license is required.

  • While performing the duties of this job, the employee is regularly required to talk and/or hear.
  • The employee is frequently required to stand for extended periods; walk; sit; use hands to finger, handle, or feel; reach with hands and arms; climb stairs or ladders or balance; stoop, kneel, crouch, or crawl and taste or smell.
  • The employee must periodically lift and/or move up to 25 pounds.
  • Specific vision abilities required by this job include close vision and distance vision as well as the ability to distinguish color and shades. Technical dexterity is required in performing chemical and instrumental analytical procedures.
  • The employee will be expected to follow the H&S Manual guidelines and wear the appropriate PPE as instructed.
