Appointment Type: This is a Permanent Exempt (PEX), Category 6 appointment. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104. The incumbent is “at will” and serves at the discretion of the Appointing Officer.

Starting Salary Range A: $213,018 to $271,778
Starting Salary Range B: $271,856 to $314,678

The Opportunity:

Public Works is seeking an outstanding executive level manager to provide the Department leadership in the delivery of design and construction of major capital projects. Public Works is striving to make continuous improvements to project delivery methods through the establishment of the Project Delivery Division to be led by a Deputy Director well accomplished and versed in the delivery of both infrastructure and building capital projects within the government sector.

Public Works is responsible for delivering major capital projects and programs totaling in excess of $4.5 billion. The Deputy Director for Project Delivery will provide leadership and guidance to project management and construction management staff as well as various project delivery associated professionals. The newly created Project Delivery Division of Public Works will work closely with the other divisions of Public Works including Project Design and Development, Finance and Administration, Support Services, Communications and Operations. The Deputy Director for Project Delivery will report directly to the Public Works Director and work in collaboration with fellow deputies. This individual will provide guidance on achieving strategic plan goals for bureau managers within the Project Delivery Division, as well as work with Department leaders across the organization to set project delivery standards that span across all project phases. The Deputy Director for Project Delivery will work in collaboration with other City Departments including the City Administrator Office’s Real Estate Division, Office of Resilience and Capital Planning, Mayor’s Budget Office, and various City operational departments.

Job Description

Ideal Candidate:

The ideal candidate will:

  • Have executive level experience working in a large organization that delivers capital projects with budgets in excess of $100M within a governmental setting.
  • Have extensive experience in leading an array of project professionals including project managers, construction managers and related disciplines.  
  • Be self-starting, solution-oriented, energetic, analytical, strategic, creative and results-oriented with a strong background in business management, customer relations.
  • Proven experience providing oversight and guidance in utilizing various project delivering models including robust forecasting and risk management tools.
  • Be well versed in available analytical tools and techniques to inform long range capital planning and operational success.
  • Have experience developing financial and schedule controls that can be applied to design and construction projects with budgets that range from $100k to $1B within a multibillion-dollar program portfolio.
  • Be comfortable developing and discussing recommendations at the executive level while being capable to work at the detailed level needed for financial accuracy, technical competency, and clarity of communication to achieve targeted quality outcomes.
  • Be comfortable to clearly and with authority present complex project delivery concepts before public bodies, including the Board of Supervisors, City commissions and community groups.
  • Provide department-wide leadership as part of the executive team.
     

Essential functions:

Provides leadership for project delivery of large complex projects with levels of project controls appropriate to the size and complexity including regulatory approvals from an array of city, state and federal agencies such as the SF Building Department, the Office of Healthcare Access and Information (formally OSHPD), California Department of Health Sector Services and Federal Transportation Administration. The Deputy Director for Project Delivery provides guidance in the development and utilization of analytical tools to track budgets, expenditures and integrate key project data related to the forecasting of project risks to cost and schedule.

The Deputy Director for Project Delivery will routinely interact with Public Works Director, senior leadership and staff across Public Works Divisions to ensure compliance with project budget, schedule and quality controls while achieving strategic objectives and long-range goals of Public Works and associated City departments. This individual should support project management tools within an integrated system of communication and application of technologies to support scheduling, resource allocation, task management, and cost control.

The Deputy Director for Project Delivery should build an environment enhancing stakeholder and public experience during project delivery. The project delivery experience should be transparent, informative and collaborative with clear roles and responsibilities leading to predictable outcomes.  This role has authority to set policy. 

Qualifications

Minimum Qualifications

1. Possession of a baccalaureate degree from an accredited college or university; AND

2. Six (6) years of management experience in a large and/or complex construction, architectural or engineering organization or similar organization with a diverse portfolio of building or engineering projects of which all must include experience supervising professionals in the related fields.

Education Substitution
Additional qualifying experience may be substituted for up to two (2) years of the required education. One (1) year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Strong experience in managing project delivery systems and strategies for the management of design and construction of complex building or engineering projects in urban environments.
  • Experience with the various project delivery models, including Design-Bid Build, CM at Risk (CMGC), Design-build, Progressive Design Build, Design-assist methodologies for the design and construction of large capital projects, preferably public projects.
  • Strong experience in establishing and implementing project controls for organizations with a large portfolio of capital projects.
  • Proven experience developing detailed capital project budgets, schedules and performance forecasting with established risk management models.
  • Strong experience working collaboratively with project managers and accountants to develop and track budgets, raise financial risks with solutions to address those risks, and develop executive reporting of the budgets for financial and project management leadership.
  • Provide leadership for staff in the research, recommendation, and development of additional financial management, schedule and risk tools to supplement existing tools.
  • Ability to lead and manage with executive and support staff to implement process improvement changes in a diverse organization.
  • Proven track record of achieving goals and deliverables on time and within budget.
  • Excellent communication skills, verbal and written. Able to comfortably present to executive level staff, boards, and commissions.
  • Proven business management skills with a keen sense of technical challenges and opportunities with financial acumen.
  • Demonstrated excellent communication skills to work within a complex diverse City governmental environment.
