Under direction of the WWE Business Strategy and Performance Manager, the 1824 Principal Administrative Analyst—Employee Performance & Engagement is responsible for all employee performance management and engagement programs for Wastewater Enterprise, including developing the performance management process and related training; directing and implementing the probationary period assessment program; overseeing the annual performance evaluation process, and leading employee engagement strategy and planning initiatives.Essential Duties and Responsibilities:1. Researches, analyzes and makes recommendation on employee performance management projects and programs; directs statistical performance tracking, and provides related advice and analysis to division managers.2. Advises and supports division managers and supervisors with setting and managing employee performance expectations, guiding and tracking professional development, and succession planning; advises, coaches and supports managers and supervisors on effective employee performance management, develops work expectations and key competencies for probationary employees, tracks and provides support throughout the probationary with one-on-one check-ins and mid-point reviews, review of performance expectations, performance evaluation and advises on analysis and determination of successful probation completion.3. Manages and coaches teams on proficiently manage employee performance, growth and development of key competencies to ensure team and individual success with individual goals and professional development.4. Works with Division Managers and functional leaders to understand employee performance-related challenges within their departments and develops intervention strategies to address them.5. Ensures the accuracy of data management in all performance management systems, including developing reporting and measurement tools to track employee performance and reporting out metrics to senior management.6. Manages and oversees the annual performance planning and review (PPAR) process for WWE in coordination with SFPUC HRS; assists managers and supervisors by advising on performance assessment and goal setting, reviewing drafts, providing guidance for meetings, and guiding timely completion.7. Supports division managers and supervisors on organizational structure, job descriptions, setting and managing expectations, performance tracking professional development, and succession planning.8. Guides managers and supervisors with developing and evaluating goals and expectations using OKR/SMARTIE principles, setting and managing performance expectations, professional development recommendations, and related employee performance planning.9. Manages the design of strategy, guidelines, procedures, reporting, and training programs to support workforce needs.10. Conducts research and assesses opportunities to more effectively support hiring managers by fostering their employees’ professional development, promoting a high level of morale, motivation and retention, preparing and presenting related reports.11. Serves as liaison for the WWE with a variety of City staff, policy-making officials, and outside agencies; explains, promotes and justifies WWE Workforce Planning initiatives, procedures, policies, and programs.12. Enforces post-hire license/certification requirements for employees in applicable job classifications; provides support and resources for employees to successfully test and obtain them.13. Regularly assesses and reports on employee morale with a focus on continuous improvement, constantly seeking opportunities to better support employees and foster their professional development while supporting positive employer/employee relationships that promote a high level of morale, motivation and retention.14. Identifies recommends and advocates for new and/or modified employee policies, programs, or practices that are responsive to employee needs, and meet and support SFPUC’s mission, vision, and values.15. Participates in budget development by providing detailed statistics-based recommendations, justifications and persuasive arguments for workforce-related proposals or initiatives16. Leads enterprise-wide efforts to raise employee engagement through designing and implementing initiatives around onboarding, recognition, coaching, mentorship, development, and communication.17.
