HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:

The Office of HPD Tech leads the agency’s effort to transform HPD through technology by promoting productivity and eliminating manual processing, shrinking costs, and increasing the pace of work. HPD Tech works to improve effectiveness of business processes using core applications for flawless execution. HPD Tech empowers decision makers with access to quality (complete and accurate) information to anticipate and pro-actively react to building, neighborhood and market conditions.

The Office of HPDTech is composed of 7 units: CIO (Chief Information Office), CTO (Chief Technology Office), CPO (Chief Product Office), Budget, Enterprise Architecture, Planning & Compliance, and Information Security.

Your Impact:

As the Cloud Administrator for the Division of HPD TECH, you will work to maintain the infrastructure and functionality of the Agency’s Cloud & Server environments. You will assist clients in installing and accessing various services, while working along with Cloud Administrator to ensure that these services continue to function at the service level agreements for functionality and availability. You will create, maintain and troubleshoot all parts of the HPD Cloud & Server environments.

Your Role:
Your role will be to assist the HPDTECH Cloud Administrator(s) in all day-to-day duties including but not limited to what is mentioned in the responsibilities and skills required in this document. You will maintain the Cloud & Server environment, ensure the environment is up to date with all patches and configuration. You will perform troubleshooting on all levels of the environment from Cloud Administration to AVD instances and end user issues. You will create, configure and support Redis Databases for Division of Tenant Resources’ DSAS - Digital Subsidy Automation System. The DSAS solution will be used by the internal DTR staff and external public users in a variety of roles i.e. applicants, tenants, owners, managing agents, PHAs., etc. DSAS should be able to integrate with existing and future internal HPD hosted applications, as well as public-facing websites. As a part of your daily work duties, you with liase with the Office of Technology and Innovation (OTI) in provisioning, troubleshooting and configuring server environments.

Your Responsibilities:
- Provision resources and maintain the Cloud & Server environments by building, decommissioning configuring and troubleshooting servers or databases as needed.
- Create, configure and support Redis Databases for Division of Tenant Resources’ DSAS - Digital Subsidy Automation System.
- Examine performance metrics, identify, troubleshoot and correct issues within Server environments to ensure highest possible levels of performance.
- Coordinate with vendors and other internal teams to ensure that any issues are both communicated with department heads and are quickly resolved.
- Meet the needs of the Division of Tenant Resources Data Access needs to ensure Redis environment is configured utilizing its intelligent caching abilities to provide DSAS - Digital Subsidy Automation System access to data in a way that ensures high end user productivity as a result of Redis’ intelligent data caching abilities.
- Manage security for environments by monitoring access requests and reviewing security logs for suspicious activity.
- Maintain and upgrade existing Server environments, components and Operating System’s to ensure optimal performance & up to date patch levels.
- Manage Azure cloud resources, including creating virtual machines, scale-sets, storage, accounts, Virtual Networks, databases, and other resources etc.
- Examine Redis Database performance metrics, identify, troubleshoot and correct issues within the Redis environment to ensure highest possible levels of performance.
- Develop new features and functionality for existing systems while maintaining performance standards.
- Monitor system performance to ensure that it meets business requirements. Identify potential issues before they become problems and recommending and or executing solutions.
- Provide technical support for the Server and AVD computing platforms to internal customers who use the platform for their day to day work.

Required Skills:
- Ability to manage Azure cloud resources, including creating virtual machines, scale-sets, storage, accounts, Virtual Networks, databases, and other resources.
- Ability to provision and maintain the Redis environment by adding new servers or databases as needed.
- Ability to maintain and upgrade existing Redis environments to ensure optimal performance & Security Patch levels.
- Ability to examine performance metrics and troubleshoot issues within Redis environments to ensure the highest levels of performance and availability.
- Ability to manage Server resources, including Building Servers, installing configuring and upgrading Server OS, installing configuring and upgrading storage, accounts, Networks, databases, and other resources.
- Ability to provision resources and maintain the Server environments by adding new servers or databases as needed.
- Ability to maintain and upgrade existing environments and Operating Systems to ensure optimal performance & Security Patch levels.
- Ability to examine performance metrics and troubleshoot issues within environments to ensure the highest levels of performance and availability.
- Ability to manage security for environments by monitoring access requests and reviewing security logs for suspicious activities.
- Monitor overall systems performance to ensure that it meets business requirements, identifying potential issues before they become problems and recommending and or implementing solutions.
- Coordinate with vendors and other internal teams to ensure that any issues are communicated and quickly resolved.
- Develop new features and functionality for existing systems while maintaining performance standards.
- Monitor Redis system performance to ensure that it meets business requirements, identifying potential issues before they become problems and recommending solutions.
- Providing technical support for the computing platforms to internal customers who use the platform for their work.

Preferred Skills:
- Experience with Redis, Azure virtual desktop,o365,Teams,logs,cli,powershell and log analytics will be an added advantage.

Qualifications

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
