Job Description

To be considered for this position candidate must be either serving permanently in the Staff Analyst title, or be reachable on the civil service list, or eligible to be appointed under the 55a program.

Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include roadway project planning, roadway design, technical analysis, maintenance of street signs, transit development, freight mobility, and roadway markings, and works in close coordination with other agency divisions, including Bridges, Roadway Repair and Maintenance, Traffic Operations, and Sidewalks and Inspection Management. TPM’s Administration Office provides support to ensure that sufficient resources are in place to perform these projects.

TPM is seeking a motived candidate to serve as the Engineering Staff Development Coordinator in the Transportation Planning and Management (TPM) division. This role is an exciting opportunity supporting professional development and ensuring the agency is best positioned to recruit and retain engineering and other technical professionals working throughout multiple operating divisions.

Specific duties would include:
- Support internal career growth, including by supporting needed PE and other professional certification requirements
- Coordinate with Agency’s Human Resources and DCAS to create appropriate exam schedule for various technical series titles
- Work with DCAS and sister agencies to ensure title specifications match modern qualifications, including elective qualifications where needed
- Actively engage university engineering programs and develop long-term bilateral relationships. Attract graduates to NYCDOT positions. Explain agency and hiring process. Organize and participate in NYCDOT engineering career events, and attend school-based events. Develop pipeline program with CUNY or other schools. Create other opportunities to encourage connections between potential graduates and the agency.
- Organize professional development and certification classes
- Develop processes for cross-division exposure to support long term career growth.
- Coordinate NYCDOT participation in larger engineering community discussions, including within university and professional settings
- Manage and track PE licenses and registrations for all professional engineers employed
- Conduct assessments of the workforce to identify opportunities for upskilling; organize technical training sessions and assist in the preparation of training curriculums
- Support proper onboarding into Operational Divisions and develop appropriate documentation
- Stay familiar with industry trends and labor market dynamics to inform strategy

Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.
