Note: Only those serving in the permanent civil service title of Procurement Analyst will be considered.

The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Fire Department, City of New York (FDNY), seeks a full-time Uniform Payroll Assistant in the Bureau of Bureau of Payroll/Timekeeping & Compliance Services. Reporting directly to the Uniform Payroll Manager, the successful candidate will:
Assist in the preparation and distribution of the bi-weekly payroll, W2 and 1127 tax documents, monthly pay inserts for more than 11,000 Uniformed employees. Analyze RMDS reports in the preparation and reconciliation of payroll for over $60 million on a bi-weekly basis. Responsible for the preparation of the paycheck report & mailing/refunding of payroll checks, maintenance of the paycheck tracking system. Review the 319 payroll reports against commissioner/regular checks for accuracy. Review 160 report & process all adjustments, identify overpayments for recoupment. Analyze data for the calculation and adjustment of TICS for members with prior 'City' service. Generate CHRMS & NYCAPS reports in preparation for advancement in grade, additions to gross as well as Longevity & Incremental advances in salary maturations. Responsible for computing final payment from payroll as well as leave balance payments (Including Terminal Leave) for employees separated by suspension, retirement, termination, resignation &/or leave of absence. Processing military leave actions, direct deposit, savings bonds, college savings, transit check, W4/IT-2104 withholding forms, LODI, W2 corrections & CFR-D deductions. Respond to all telephone and walk-in inquiries as received.

Qualifications

1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
