mPower is a woman-owned small business seeking a highly skilled and experienced Facilities Planner/Manager to lead and manage all facilities planning and project management efforts across the domain. This is a key, full-time position supporting the Headquarters team. The ideal candidate will serve as the primary subject matter expert for facility development, maintenance, and infrastructure planning, ensuring operational readiness across a variety of specialized training environments.
Job Responsibilities:
· Analyze and assess current and future facility requirements at all Learning Sites, including classrooms, office spaces, labs, weapon ranges, armories, RSLs, and training devices.
· Provide strategic input and representation in the Navy Education and Training Command (NETC) Navy Training Infrastructure Plan (NTIP).
· Support long-range planning efforts for facilities and CESE (Civil Engineering Support Equipment) needs.
· Offer technical expertise in facility project planning and design, including space management, engineering reviews, and real estate considerations.
· Advise Learning Sites on appropriate courses of action for facility repairs, upgrades, and maintenance.
· Contribute to the development and oversight of contracts related to facility repair and maintenance.
· Coordinate the installation and upkeep of training devices and support infrastructure.
· Support the local HQ facility manager by tracking and following up on maintenance and repair issues.
Required Qualifications:
· Education: Bachelor of Science in Civil Engineering from an accredited institution.
· Experience: Minimum five (5) years of direct DOD experience in facilities management, including planning, Military Construction (MILCON), Special Projects programming, and maintenance.
· Travel: Willingness and ability to travel frequently throughout the CENSECFOR domain, sometimes on short notice.
· Licensing & Clearance:
o Valid state-issued driver’s license.
o Ability to obtain and maintain a Secret-level security clearance.
· Technical & Organizational Knowledge:
o Deep understanding of NAVFAC operations, structure, and responsibilities.
o Familiarity with Navy organizational structures, including MPT&E, NETC, CENSECFOR, and their interrelated functions.
o Knowledge of CENSECFOR and NECC mission areas, with a solid grasp of the training infrastructure required to support them.
o Understanding of relevant laws, policies, and safety/environmental regulations affecting facility construction and maintenance.
· Strong verbal and written communication skills in English.
· Proven ability to work independently and effectively collaborate with military, government civilian personnel, contractors, and vendors across all levels.
