Requisition Id 13720Overview:We are seeking a Team Leader to also serve as a Project Manager in support of Utilities and Site Modernization infrastructure type projects. Team Leaders interface with Division Leadership, are responsible for direct reports, and provide plans, schedules, staffing solutions, and monitor projects within their assigned portfolio. Project Managers develop and deliver assigned Infrastructure and Site Modernization Projects and Programs aimed at accomplishing Site Goals and Objectives. This position resides in the Utilities and Site Modernization Team within the Laboratory Modernization Division, Facilities & Operations Directorate, at Oak Ridge National Laboratory (ORNL).Major Duties/Responsibilities:• Liaison with Utilities Division Leaders to assist in defining infrastructure projects and programs.• Manage portfolio workforce planning tools and systems to maintain a balanced workload with assigned resources.• Mentor and develop staff to achieve their full potential.• Coordinate with other Team Leaders as needed for workforce sharing and development so that Site and Division Objectives are achieved.• Project Manage multiple design and construction projects simultaneously, within scope, schedule, budget and/or available funding, from conception to turn over to operations.• Develop project scopes of work, methods of accomplishment, and project baseline forecasts that include schedules, and spending profiles.• Develop, review, and approve project change orders, material requisitions, and specifications for design, procurement, or construction use.• Conduct periodic project and customer/stakeholder meetings to promote and facilitate communication, review progress and performance, discuss issues, and facilitate problem resolution.• Review Contract Proposals (Architectural Engineering, Vendor, and Construction) to ensure alignment with Project Scope and Objectives.• Serve as an ORNL Technical Project Officer – a role that oversees the technical performance of multiple design, construction, and other technical service subcontracts.• Proactively identify potential design and project issues (cost over runs, quality, code compliance, etc.) and strategies for resolution to minimize negative impact on project outcome.• Conduct Project Reviews to ensure deliverables (drawings, specifications, data sheets, cost estimates, etc.) align with Scope and meet the Project Objectives.• Lead the efforts to the project team to meet ORNL construction safety objectives including field work oversight, safety inspections, and project safety culture development through field safety talks.• Deliver ORNL’s mission by aligning behaviors, priorities, and interactions with our core values of Impact, Integrity, Teamwork, Safety, and Service. Promote diversity, equity, inclusion, and accessibility by fostering a respectful workplace – in how we treat one another, work together, and measure success.Basic Qualifications:• A BS in mechanical engineering or other relevant engineering or construction technology field.• A minimum of twelve years of experience in construction, project management or engineering.• Experience performing constructability reviews, options analysis, and conceptual engineering to address construction conditions not anticipated during project design.Preferred Qualifications:• Project Management Professional certification.• Proficient in using Project Management tools to define predictable and achievable project cost and schedule goals.• Demonstrated ability to create, organize, and manage project documents from conception to completion including storing all closeout and as-built documentation to site data base systems.• Knowledge of construction technology means and methods, as well as the related construction quality and safety requirements and processes necessary to ensure high quality construction work performed with a high degree of safety.• Experience and sound knowledge of design and construction project finance, controls, and earned value measurement as well as construction contract management, including basic contract law.• Experience working with Operations and coordinating field system tie-ins in a Co-Occupancy environment (Operations, Construction Contractor, Vendor, etc.).• Prior experience with DOE O 413.3B, U.S. Department of Energy Program and Project Management for the Acquisition of Capital Assets.• Prior experience with DOE O 851, US DOE Worker Safety and Health Management.• Prior experience developing and managing a portfolio of Infrastructure Capital Projects and Programs.• Experience in coordination of design and construction work both in the field and in sensitive research facility settings including energy plants, utility rooms, research laboratory spaces, etc.• Demonstrated Site Utility Systems Design Experience (e.g., Communications, Electrical, Mechanical, Potable Water, Sanitary Sewer, Steam, Storm Water).• OSHA 30 for Construction Safety.• Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.• Excellent written and oral communication skills.• Motivated self-starter with the ability to work both independently and to participate creatively in collaborative teams across the laboratory.Visa Sponsorship: Visa sponsorship is not available for this position.Benefits at ORNL:ORNL offers competitive pay and benefits programs to attract and retain talented people.
