Job Description

Basic Purpose

Positions in this job family are responsible for performing management and supervisory tasks for one or more highway maintenance units or supervising the maintenance operations for a turnpike.

Typical Functions

  • Plans, lays out and directs operations of maintenance, construction and traffic control projects; prepares project schedules; consults with engineering and other departments to provide information on work priorities and on availability of equipment, labor and materials.

  • Plans and directs the training of personnel in the operation and servicing of equipment and semiskilled and skilled labor operations such as repair and overlay of asphalt surfacing, patching and mud jacking, armor-coating, concrete laying, seeding and sodding, bridge repairs, drainage correction, sign erection or traffic marking.

  • Performs inspection of highways, bridges and traffic control devices in order to assess maintenance needs.

  • Evaluates employee performance and recommends personnel actions such as promotions, demotions, terminations and transfers; explains department rules and regulations to unit employees and ensures compliance.

  • Interviews job applicants to determine if experience and qualifications meet agency requirements.

  • Prepares reports concerning unit work activity; maintains various department records on personnel, equipment and materials.

  • Manages assigned elements of the risk program; evaluates risk exposure, minimizes risk and takes corrective action; develops and administers safety programs and ensures employees are trained and comply with all applicable safety practices and procedures.

  • Coordinates highway maintenance activities within municipalities with local governments; directs and inspects the work of contract and/or inmate crews performing various highway maintenance activities.

  • Assigns unit personnel to the Heavy Equipment Operator Program; evaluates employee performance and ensures on-the-job training is complete and documented; arranges for employees who satisfactorily complete training to formally test.

Level Descriptor

This is the management level of the Highway Maintenance Supervisor family and incumbents are responsible for performing management and supervisory tasks for specialized traffic crews, central sign shop, a county district, an interstate maintenance crew, a turnpike, or a heavy maintenance crew.

Education and Experience

Education and Experience requirements consist of six years of experience in operating heavy equipment.

Knowledge, Skills, Abilities and Competencies

Knowledge, Skills, and Abilities required at this level include knowledge of the materials, equipment and techniques used in highway construction and maintenance of the placement of traffic control devices; of personnel regulations; of equipment and materials; of engineering plans and specifications for highways, bridges and traffic control devices; of supervisory principles; of budgetary controls; and of management techniques. Ability is required to communicate effectively; to anticipate maintenance problems; to conduct maintenance inspections; to train supervisors and employees in new procedures; and to plan workloads.

Special Requirements

Some positions may require possession of a valid Oklahoma driver’s license at time of appointment in order to perform necessary travel.

The Oklahoma Turnpike Authority requires possession of a valid Oklahoma commercial driver’s license, class A, at time of appointment.

Some positions at the Oklahoma Department of Transportation may require a class A commercial driver’s license at the time of appointment.

Some agencies may require applicants to take and pass a drug test prior to appointment. Such tests will be administered through the appointing authority. This requirement is referenced in 49 Code of Federal Regulations, parts 40 and 382.

Applicants must be willing and able to perform all job-related travel normally associated with this position; may be required to work hours other than on regular shifts during emergency situations; and possess a telephone in residence to receive emergency on-call duty messages.

While performing the duties of this job, the employees are frequently required to stand, walk and reach; and talk and hear. Routinely, employees are required to sit; to manipulate or feel objects, tools or controls; climb or balance; and stoop, kneel, crouch or crawl.

Employees may be required to regularly lift 80 pounds and occasionally lift and/or move up to 100 pounds.

Specific vision abilities may be required by this job and include close vision, distance, peripheral vision and depth perception.

Some agencies may have determined positions in this job family to be safety sensitive as defined by 63 O.S. § 427.8.
