Construction Manager - Federal Healthcare

Procon Consulting, a fast-growing professional services firm in McLean, VA with expertise in providing program and project management for design and construction, project controls, commissioning, construction-related technology, and facilities management, seeks a On-Site Construction Manager to work on a project in conjunction with the federal government in Albany, NY. The candidate will have responsibilities that include but are not limited to construction management, quality assurance, project controls, inspections, documentation and administration, stakeholder management and coordination for a federal healthcare renovation project.

• Provide on-site construction management duties during mobilization, site preparation, construction, fit-out, commissioning and occupancy phases.
• Provide support in project planning, procurement, design, management direction, project completion, client satisfaction, and financial outcome of assigned construction projects.
• Interface with clients to define project requirements.
• Review schedule and align project work plan and deadlines with requirements.
• Inspect and monitor on-site processes, procedures, and systems for compliance with construction drawings, security requirements, and code compliance.
• Lead and manage the construction quality assurance process.
• Coordinate and monitor the completion of activities in all phases of the project life cycle.
• Monitor and oversee the project design or construction effort, to include but not limited to risk management, security and safety compliance, etc.
• Conduct comprehensive reviews of construction submittals and construction contract documents.
• Provide project administration and contract administration duties, including records management.  Generate well organized professional deliverables, including daily field reports. Assist the Owner with acquisition planning, technical reviews, execution, and administration. Collect requirements, prepare SOWs, and conduct market research, as appropriate.
• Provide technical support on a daily basis to all customers, manage electronic documents, serve as the liaison for stakeholders and customer groups, provide expertise, monitor security related issues, and maintain a coordinating relationship with the government agency, its clients, and external partners to include the architect-engineers, construction contractors, and other contractors supporting the government.
• Assists with the transition of projects to those customers responsible for ongoing maintenance.

• Experience in construction management for the construction of medical centers (hospitals, etc.) is required.
• Construction Safety and Health Administrator with a construction background experience preferred.
• Experience working with Veterans Affairs (the VA) is preferred.
• A minimum of seven (7) years of experience in management of facility construction projects, including supervision of engineering, design and construction, schedule control, cost management and program budgeting, and overall project management activities.
• Bachelor’s degree from an accredited institution of higher learning and/or evidence of work experience or knowledge to compensate for absence of higher education. A minimum of (15) years of construction work experience may be substituted and will be reviewed for accountability.
• Excellent communication skills with field and office personnel.
• Experience on healthcare projects larger than $1M in value.
• Fluent in project management principles and how to implement Project Management principles.
• Ability to analyze all relevant project-related information and communicate project status and major issues in writing or verbally.
• Ability to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each in relation to this Project.
• Possess the knowledge of Construction Contract Documents including Front End and Technical Specifications and Drawings to readily understand and assess the requirements.
• Have the skillset and a working knowledge of engineering services, building codes, budgeting and scheduling to lead to the project’s success.
• Possess the skillset and competency to supervise and manage personnel of diverse skillsets.
