Role Summary 

 

Rowan Digital Infrastructure is looking for a Sr. Manager, Regional Construction Programs to oversee multiple large-scale data center builds across a defined region. Our preference would be to have this role based out of Denver CO. 

 

The Sr. Manager will need to be strategic in helping develop and establish systems, processes, and procedures required for the success of the Construction Management organization. In addition, the position can also be tactical in supporting the site construction teams on specific project issues.  

 

The successful candidate will bring leadership experience, technical expertise specific to the development of large-scale data center campus environments, and the ability to develop systems that enable rapid, high-quality decision-making to keep projects on track. This role also requires assisting building a capable field team, enhancing their skills to support Rowan’s operational goals while fostering growth in line with company standards. 

 

The ideal candidate will possess exceptional project and construction management skills, strong technical expertise, and the ability to work cross-functionally with various teams and stakeholders. Furthermore, the ability to thrive in a fast-paced, high-stakes environment is crucial. 

 

Travel: Approximately 50% onsite at project locations across the region, with occasional travel to Rowan office locations for team gatherings. 

Location: Denver, CO (hybrid in-office role)

Compensation:  $150-$185K - Offers Bonus

 

Essential Responsibilities  

  • Lead Construction Programs and Project Oversight 
    Oversee end-to-end construction for regional data center projects, from development to delivery, serving as Rowan's construction representative. Provide crucial input during the site selection and development phases by assessing potential sites, evaluating new vendors, and coordinating with engineering and development teams to align with strategic growth goals

  • Bid Evaluation and GC Selection 
    Support bid evaluation and General Contractor selection efforts, ensuring alignment with safety requirements, scope delineation, project budgets, timelines, and quality requirements. Collaborate with Project Management to develop a Go/No-Go matrix to streamline vendor assessments and make data-driven decisions for project award recommendations

  • Ensure Site Specific Permitting and Permit Sign Off 
    Ensure the site team is fully in control and can deliver on all site-specific permitting processes on an accelerated timeframe, taking the process from entitlements to full building and/or tenant improvement permit approval. Also, ensure sign-off of permits meeting or exceeding the established delivery dates

  • Development of Team and Decision-Making Processes 
    Establish processes that empower on-site resources to make timely, high-quality decisions without impacting overall operations. Mentor and develop field personnel, enhancing their skills to support project goals while encouraging cross-functional awareness. Create frameworks to enable swift decision-making and effective risk management, enabling Rowan to meet project milestones efficiently

  • Community Development 
    Support the regional establishment of Rowan as a valued partner in the community, specifically leading a construction management team to support community development

  • Stakeholder Reporting and Communications 
    Prepare and deliver project updates for executive stakeholders, including weekly and monthly status reports, milestone briefs, and investor communications. Provide Board briefings on key project developments, schedules, forecasts, and critical contractual milestones. Ensure all updates are presented with clarity to support executive decision-making

  • Continuous Improvement and Future-Focused Strategies 
    Lead continuous improvement initiatives by evaluating construction processes, looking into offsite fabrication solutions, develop sustainable solutions thru construction processes and exploring potential viable technologies (e.g., advanced water treatment options). Collaborate with Asset Managers to establish standard procedures for project handoffs, such as turnover checklists and system integration for seamless transition to operational teams

  • Safety and Compliance 
    Support the implementation of a robust field safety program, ensuring adherence to Rowan’s safety standards and compliance with OSHA requirements. Conduct routine site inspections and work with safety officers to address any issues, maintaining Rowan’s commitment to a safe working environment

Education, Skills, and Experience 

  • Bachelor’s degree in Construction Management, Engineering, or a related field; a combination of education and relevant experience will also be considered

  • 12+ years of experience in managing data center construction projects or large-scale infrastructure and/or mission critical projects

  • Strong understanding of construction methodologies, scheduling software (such as Primavera P6 or MS Project), and project management tools like Procore or similar

  • Excellent communication skills with experience in delivering executive presentations and reports

  • Proven experience managing large teams of contractors and subcontractors, with a focus on delivering projects on time and under budget

  • Proven experience in team leadership, program management, and managing multi-site projects within the data center or mission-critical infrastructure sectors

  • Knowledge of construction worksite safety practices

  • Experience providing oversight of Quality Assurance / Quality Control programs

  • Working knowledge of green building practices, specifically sustainable practices in the built environment

  • Excellent organizational and collaboration skills

  • Strong analytical and problem-solving skills, with the capability to make critical decisions under pressure

  • Ability to work effectively in a fast-paced and highly cross-functional environment
