EAPs provide short-term counseling, referrals and resources, as well as training and organizational development services.• Additional benefits offered include tuition reimbursement and reduced college tuition at CSU Global and DeVry University.• Credit Union of Colorado membership eligibility.Description Of JobABOUT THE DIVISIONThe mission of the Colorado State Patrol: By adhering to our core values, we provide modern policing services for all persons to protect life, peace, and property throughout Colorado .The vision of the Colorado State Patrol: To create a safer Colorado through strategic innovation led by an engaged and empowered membership that provides visible service.EducationThrough high visibility, strict enforcement, maximum resource deployment, and community education, the CSP promotes safety, protects lives, and preserves state highways using the programs described below:• Traffic Safety - enforces motor vehicle and all other Colorado laws on 8,400 miles of highway and 57,000 miles of county roads, including selective enforcement actions, saturation patrols, crash investigations, and educational safety programs.• Communications - provides a professional communications system for members of the Patrol, other state, local, and federal agencies, and Colorado residents.• Criminal Interdiction and Automobile Theft - proactively investigates motor vehicle theft and related offenses, inspects Vehicle Identification Numbers, interdicts illegal drugs, and gathers intelligence to support state and national homeland security efforts.• Hazardous Materials Enforcement - enforces permitting and routing rules, develops safe transportation rules and regulations, and provides timely response and mitigation for hazardous materials events on-roadways.• Executive and Capitol Security - provides 24-hour security at the State Capitol and Capitol Complex, and security for the Governor, First Family, visiting dignitaries, and public demonstrations.• Smuggling and Trafficking Interdiction Section - enforces the state's human smuggling and human trafficking laws on Colorado roadways.• Port of Entry and Motor Carrier Safety Assistance Program - collaborates with industry to support safe transport of materials on commercial motor carriers in Colorado.• Aircraft Program - supports traffic enforcement activities and transports state officials and employees.• Victims Assistance - provides direct services to victims of highway traffic crimes in accordance with the Victim Rights Act.About The PositionThis position manages and coordinates agency projects through the use of standard industry project management principles and methodologies. Understands the agency’s mission, programs, objectives, and organizational structure in order to prioritize work activities based on organizational goals and situational pressures. Effectively plans and organizes work activities and prioritizes task completion to meet schedules and deadlines. Moves projects from concept to completion by developing and managing project budgets, materials, and equipment. Makes project presentations and prepares reports as needed. This position complies with senate bills 06- 063 and 08-155 which require a certified project manager with a project management professional (PMP) credential for certified projects.Key ResponsibilitiesProject Initiation and PlanningInitiates statewide, multi-agency projects including obtaining authorization and stakeholder commitments, demonstration of business needs, and project feasibility. Develops and manages master project plans that coordinate individual work tasks, schedules, preliminary project funding plans, and project budgets. Organizes teams according to project requirements gaining and maintaining commitment from all involved agencies. Assembles and leads groups to define project scope. Leads multi-agency interdisciplinary project teams to identify timeframe, funding limitations, methods of accomplishing project deliverables, and allotments of available resources to project phases. Identifies specific tools or equipment needed by the project team, and plans to obtain needed resources at the proper project phase. Prepares project budgets that coordinate cost estimates, and summarize total expected costs and participating agency monetary commitments. Identifies project needs such as resources, staff, or finances by reviewing project objectives and schedules. Identifies, reviews, and selects vendors or consultants to meet project needs. Develops methods to track project objectives, technologies, schedules, budget, expenditures, staffing. Creates documentation procedures to capture and deal with changes in the original project plan. Leads the creation of contractor Statement of Work in conjunction with stakeholders and contract and procurement staff. Develops training plans, exercises and materials.Project Execution, Control and ClosureLeads and coordinates activities of interdisciplinary project teams with participating State agencies and governmental jurisdiction, or private sector partners and cooperators to make certain projects progress on schedule and within determined budgets. Plans, schedules, and coordinates project activities to meet deadlines. Develops consensus on project schedules and informs team members of project progress and potential schedule adjustments. Accommodates changes and updates to schedules and budgets. Tracks budget expenditures, and analyzes project budget reports to calculate project expenses and identify excessive expenditures. Discusses budget issues with the project team in order to resolve budget overruns. Identifies efficient methods to accomplish work tasks. Leads project problem identification and resolution process. Manages risks and responds to changes in risk over the course of the project. Identifies ways to improve project outcomes. Sees project through the closing phase to include completed project documentation.Project Communication and RepresentationMaintains clear communication with project team members and stakeholders. Leads project team meetings and serves as the primary contact for stakeholder and sponsor concerns; leads discussion to arrive at a consensus, and helps to resolve conflicts between team members. Coaches team members on project methodology and processes. Produce and distribute project documents, keeps project stakeholders updated on project status and impact. Assists in answering inquiries related to the project from the media and the public and internal partners.
