POSITION SUMMARY: 

The Chief Clinical Officer (CCO) provides leadership and oversight of all clinical services including Outpatient Mental Health, SUD, and Crisis services, Prevention and Early Intervention, and provides clinical supervision to core clinical leaders. Under the direction of the CEO, the CCO will enforce the organization's mission, vision, and values throughout their scope of control. The CCO continually evaluates whether clinical services are producing expected quality outcomes. The CCO supports the development and implementation of tools and training curriculum, and implements policies and procedures to drive forward a culture of Trauma-Informed and culturally responsive care for all individuals working for and/or associated with Centennial to ensure that quality and comprehensive service is being delivered on all levels.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

PERFORMANCE STANDARDS:

  • Accomplish individual and team goals and objectives established by supervisor based on performance evaluations and organizational need. 
  • Comply with all guidelines regarding client rights and confidentiality.
  • Comply with documentation and training set forth by Human Resources.

CLINICAL LEADERSHIP:

  • Oversee the development of clinical model of care, scope of practice and practice standards across all clinical areas including outpatient mental health, SUD, Crisis; consistent with the organization’s mission, vision, values and Philosophy of Care.
  • Develop and implement comprehensive model of clinical supervision to meet and exceed established supervision standards, rules, and regulations. 
  • Direct the delivery of clinical and community oriented services in accordance with clinical model of care, scope of practice, practice standards and overall Centennial Philosophy or Care.
  • Spearhead agency-wide trauma-informed clinical initiatives to identify opportunities for improving outcomes in clinical effectiveness, clinical practice, and standards, and enhancing quality and safety outcomes.
  • Ensure that Prevention and Early Intervention programming aligns with the organization’s clinical mission, vision, and philosophy.
  • Integrate prevention and early intervention initiatives into the broader continuum of care.
  • Assist with regular review and updates to agency-wide policies and procedures.
  • Spearhead development of clinical policies and procedures
  • Provide individual and group supervision of clinical staff as needed. 
  • Develop a talented and motivated workforce by ensuring engagement and satisfaction; while ensuring optimal efficiency and accountability.
  • Work collaboratively with Human Resources to develop and deploy employee engagement initiatives.
  • Supervise, coach, mentor and lead a high performing workforce that fosters partnerships, innovation, and engagement.

EXECUTIVE LEADERSHIP: 

  • In collaboration with the executive team, play a key role in the overall development, strategic planning, service delivery, and management of the organization. 
  • Provide administrative and clinical leadership to Regional Clinical and Program Directors to support and develop the provision of services, including the Trauma-Informed Model to deliver high-quality care that is financially feasible and sustainable. 
  • Evaluate the needs for the delivery of services, recruitment, interviewing and hiring to fulfill clinical needs; staff assignments; completion of performance appraisals and managing employee relations. 
  • Deploy resources efficiently and effectively toward organizational goals, working with staff to balance workload and effort, and provide ongoing feedback so that staff can continuously improve their supervision and mentoring skills. 
  • Collaborate with and support the training coordinator to develop and implement a comprehensive clinical training plan including trauma informed care, clinical model of care, scope of practice and practice standards. 
  • Identify and develop business relationships with external organizations/providers/community groups to create opportunities for collaboration to address community health and wellbeing needs.
  • Create a work climate that emphasizes collective team performance and quality clinical outcomes.
  • Build and maintain strong working relationships with organizations staff and supervisors, as well as external contacts, such as the RAE, MSO, BHA, BHASO etc. 
  • Participate in weekly leadership meetings to discuss direction of the Organization. 

COMPLIANCE:

  • Help ensure organizational compliance with Federal and State laws
  • Collaborate with leadership team to manage the risks associated with clinical treatment and identify opportunities to reduce risk and improve the quality of care.
  • In collaboration with Chief of Compliance, review and respond to legal concerns or requests regarding clinical services.
  • Protect individually identifiable health information per HIPAA, HITECH, 42 CFR regulations.
  • Actively participate in safety programs of the organization by identifying potential risks and promoting client safety as well as environmental safety. 
  • Perform safe work practices to protect the health and safety of employees and patients per OSHA regulation.
  • Oversee clinical quality monitoring efforts and assure that clinical practices align with ethical and professional standards

OTHER:

  • Work as a member of a team to establish and maintain a high level of care and respect for, and communication with clients.
  • Work in a consistently professional manner at all times, which includes, but is not limited to, treating all clients, staff, guests, and volunteers with dignity and respect. 
  • Implement emergency procedures as necessary. 
  • Performs other job duties as assigned.

SUPERVISORY RESPONSIBILITIES

  • Supervises and directs subordinate staff, including assigning and reviewing work, hiring independently, and evaluating, writing and signing work performance evaluations.

Requirements

EDUCATION:

Master’s degree in behavioral science, or a closely related field from an accredited college or university required.


CERTIFICATES, LICENSES, REGISTRATIONS:

Colorado licensure as Mental Health Professional, Clinical Social Worker, Marriage and Family Therapist or Psychologist required.


EXPERIENCE:

  • Eight (8) year experience in human service agency. 
  • Five (5) year experience in mental health administration; Administrative experience in a community mental health center preferred.
  • Prior Executive level experience preferred.

ABILITIES, KNOWLEDGE, AND SKILLS:

  • Ability to work professionally with sensitive, proprietary data & information while maintaining confidentiality.
  • Self-started, and ability to work independently with a certain degree of resourcefulness and creativity and minimum supervision. 
  • Ability to work under stressful conditions and flexible hours, which may be required. At times may work remote but must have secure office space available.
  • Ability to travel within the Center’s service area
  • Excellent interpersonal skills including the ability to interact effectively and professionally with individuals at all levels; both internal and external.
  • Ability to work as a team member.
  • Demonstrates Proficiency in Verbal, Written and Computer Communication Skills
  • Knowledge of State & Federal Statutes Regarding Patient Confidentiality Laws.
  • Extensive knowledge of mental health and substance abuse professions
  • Excellent computer skills with demonstrated proficiency in spreadsheets, database, and word processing software
  • Ability to read, analyze, and interpret complex business periodicals, professional journals, technical procedures, or governmental regulations
  • Ability to write reports, business correspondence, and procedure manuals
