Company Description

****ANNOUNCEMENT AMENDED TO REFLECT NEW APPLICATION DEADLINE***

The Treasure Island Development Authority (TIDA) is charged with implementation of the development program in partnership with the private developer, Treasure Island Community Development (TICD).  TIDA supports TICD in the design permitting, construction of public infrastructure required of the program and in the permitting, inspection and occupancy of market-rate housing.  TIDA is also charged with the development, in partnership with affordable housing developers and operators, of numerous affordable housing sites and with the ownership and operation of the program’s future parks and open spaces.

The Treasure Island development program includes the development of 8,000 new homes; over 500,000 square feet of retail and office space, 290 acres of new parks; new streets, utility infrastructure, and public facilities; and geotechnical improvement measures and sea level rise adaptation strategies.  Three sub-phase areas are currently under development on Treasure Island and Yerba Buena Island, and more than 1,300 new residential units are scheduled to be completed within the next three years. As a department, TIDA currently manages a $30M annual budget partially supported by revenues from 150+ commercial and residential tenants located on Treasure Island.

Under the general direction of the Finance Manager, the 1822 Administrative Analyst supports finance, budget, and contracts and grant administration for the Treasure Island Development Authority (TIDA). The position will assist in contracts and administration, grants administration, real estate lease compliance, and certain professional-level analytical reporting in support of the Real Estate and Finance and Administration divisions. This role requires excellent analytical, organizational and communication skills; proficiency in PeopleSoft, contracting, and MS Excel. The position will assist in conducting analyses for developing, processing and administering contractual agreements; managing state and federal grants; and the development/updating of fiscal and contract policies, procedures and training guides.

Essential duties:

Essential functions of the 1822 Administrative Analyst include but are not limited to:

  1. Key duties include supporting the facilitation of informal and formal bid processes, reviewing department compliance with new and existing contracts, assisting in the creation of important contract documents, and being a valuable thought partner on contracts to TIDA leadership and City vendors.
  2. Key duties include reviewing and analyzing existing and new real estate lease agreements, learning about real estate policies and compliance standards city-wide, and assisting with application and reporting processes with department real estate and City Administrator’s staff.
  3. Key duties include reviewing and analyzing existing and new federal, state, and local agreements, learning about grant policies and compliance standards of different grantors, assisting with application and reporting processes for grant opportunities with department program and City Administrator’s staff.
  4. Research and analyze highly complex compliance matters related to contracts and grants, including real estate lease requirements, including changing regulations and current compliance activities.
  5. Develop policies and procedures to ensure fiscal, contract/lease, and grant compliance.
  6. Review of contract and grant invoicing; accounting, reporting and payments to ensure compliance with regulations.
  7. Review real estate lease contracts accounting, reporting and lease terms to ensure compliance with regulations.
  8. Conduct audits to identify potential compliance and performance issues; monitor implementation of action plans; and participate in fiscal and grant audits.
  9. Prepare written reports on the status of contracts and grant compliance, and produce fiscal and statistical reports.
  10. Serve as liaison to City Administrator’s Office, City Attorney, Office of Contracts Administration, Civil Service Commission, federal and state funding agencies suppliers and community based organizations.
  11. Performs related duties as required.

Qualifications

Possession of a baccalaureate degree from an accredited college or university, and one (1) year full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in areas such as budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for the required one (1) year of experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desirable qualifications:

Prior experience with contracts management and administration, real estate lease compliance, and/or federal, state, and local grants management

Compensation:  $100,932-$122,720 yearly
