Division/Work Unit: Finance Administration and Planning Business Title: Senior Contract Associate Civil Service Title: Bookkeeper III PATS TBN#: 356919 Salary: 70,000 - Division/Program Summary Description: The Division of Finance has central responsibility and authority for policy analysis, program development, performance tracking and improvement, financial management, resource maximization and technical assistance. Finance helps to ensure that programs and administrative operations have the information, analysis, funding, and technical capacity to deliver critical services effectively and meet DOHMH's objectives

Position Summary: Reporting to the Director of Agency-wide contracts/Finance Administration, the Senior contract associate will be responsible for managing a portfolio of projects under agency-wide contracts between DOHMH and the Fund for Public Health in New York (FPHNYC.)

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Assist in the administration of agency-wide contracts and work orders, including agreements with PHS and miscellaneous contracts.
- Oversee City Council reimbursement awards, ensuring timely processing and compliance with financial requirements.
- Manage contract encumbrances and liaise with programs to provide accurate updates and resolve financial matters as needed.
- Track the status of invoices, follow up to ensure timely payments, and address any discrepancies promptly.
- Identify challenges related to contracts and develop effective solutions in collaboration with program and division senior staff.
- Actively participate in meetings regarding the contract portfolio and provide accurate updates on procurement actions.
- Prepare and review PASSPORT evaluations to ensure proper assignments.
- Collect and incorporate program feedback to ensure evaluations are accurate and submitted on time
- Perform additional duties as assigned to support the Finance Division's objectives.

Qualifications

(1) Completion of 30 semester credits from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA), including 6 credits in accounting; or
(2) A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and two years of satisfactory full-time bookkeeping experience; or
(3) A satisfactory combination of education and/or experience equivalent to "1" or "2" above. College education may be substituted for experience in "2" above on the basis that 15 semester credits from an accredited college may be substituted for each year of required experience. However, all candidates must have a high school diploma or its educational equivalent, and either 6 semester credits in accounting from an accredited college or 6 months of experience as described in "2" above.
To be eligible for placement in Assignment Level III individuals must have, in addition to meeting the minimum requirements, at least one year of experience as a Bookkeeper (40526) or at least four years of satisfactory full-time bookkeeping experience.
