Job Description

The mission of the Bureau of Immunization (BOI) is to prevent the occurrence and transmission of vaccine-preventable diseases (VPDs) through comprehensive immunization programs. BOI promotes immunization across the lifespan from infancy through adulthood, works to eliminate disparities in vaccination coverage through data evaluation and support of equitable vaccination services, and actively responds to VPD outbreaks to mitigate their spread and impact on communities. The Immunization Infrastructure and Clinical Support Unit (IICSU) promotes vaccination across the lifespan, equitable access to high-quality vaccination services across New York City and elimination of disparities in vaccination coverage. The Unit provides infrastructure support to immunizing providers, pharmacies, and healthcare facilities, promotes implementation of evidence-based practices for increasing vaccination coverage in clinical settings, educates providers on vaccine indications and clinical recommendations, and advocates for regulatory actions to increase vaccination coverage. The Unit also provides immunization expertise for public-facing educational campaigns and community outreach programs. The Bureau of Immunization (BOI) is seeking a qualified Director for the IICSU to lead and manage all unit activities. Reporting to the Executive Director, the IISCU Unit Chief will manage a multidisciplinary team that provides essential programmatic and clinical support to both the community and the Bureau. Key responsibilities include preparing and interpreting immunization data to identify populations with low vaccination coverage or low access to vaccination services; collaborating with Bureau leadership to design and implement strategic programs to both increase vaccination coverage Citywide and to eliminate disparities in vaccination coverage, including initiatives that promote equitable access to vaccination services; implementing roll out of new vaccine products; and, leading a team to serve as subject matter experts for the Health Department immunization clinic and external providers.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Oversee the Immunization Infrastructure and Clinical Support Unit (IICSU), managing a diverse team of public health professionals, including physicians and research scientists, to support and enhance vaccination efforts across NYC.
Conduct and collaborate on strategic planning, evaluation, and research to identify and address disparities in vaccination coverage among different populations.
Build partnerships with and provide support to vaccination providers, health care facilities, and professional organizations to implement best practices in immunization standards across New York City.
Leverage opportunities and innovation to improve Citywide Immunization Registry (CIR) data quality, including through increasing the number of adult providers registered with and reporting to the CIR.
Advocate for effective legislation and policies to improve vaccination coverage across the lifespan.
Work to expand the network of vaccination providers serving uninsured adults across NYC.
Provide subject matter expertise in support of media campaigns and community engagement activities.
Participate in bureau and agencywide emergency preparedness and response activities as assigned.
Represent the unit, the bureau, and the agency at internal and external meetings and conferences.
Ensure the unit and staff are engaged in agency activities including emergency response efforts, and providing expertise, as it relates to immunization as well as participating in other agency programs.

PREFERRED SKILLS:

- In-depth understanding of vaccine-preventable diseases, immunizations and their public health implications.
- Able to provide a strong recommendation for and demonstrate a commitment to the use of safe and effective immunizations in
primary disease prevention.
- Supervisory experience with strong capability to lead and manage a diverse team of physicians and research scientists
effectively.
- Exceptional interpersonal, oral and written communication, and presentation skills.
- Proficient in designing and implementing evaluations, developing performance metrics, and managing data collection, cleaning,
and analysis using statistical software such as R, SAS, or similar tools.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
